      Business Manager Position Overview:

      Under general supervision of the Director of Veterinary Public Health, the Business Manager will ensure operational excellence throughout the Veterinary front office providing supervisory support and customer service in a professional manner. This position will ensure the proper internal and external reporting of financial activities and assist the organization with management and oversight of revenue collection. The Business Manager is responsible for database management with respect to revenue collection, revenue reporting, customer service, management of front office staff and produces weekly, monthly and quarterly financial reports to the Director.

      Duties and Responsibilities:

      • Prepare financial reports and assist with budgeting, forecasting, revenue collection, variance analysis and interpretation of quantitative information.

      • Assist in the creation of presentations for upper management review. Responsible for management of grant funds and contracts.

      • Reviews plans to ensure goals/milestones are being met.

      • Coordinates, manages, lead and reviews all VPH requisitions for goods and services receipts, and invoices for supplies, material, equipment, or services to ensure all PHS and Harris County procurement policies and processes are met.

      • Verify financial transactions, reconcile fund accounts and prepare financial reports.

      • Provides technical support for revenue collections applications.

      • Processes license applications, ensuring correct jurisdiction and appropriate payment. Maintains a county wide licensing database for all pets and owners.

      • Identifies improvements needed to meet reporting needs.

      • Train front office staff on proper procedures for, credit card activities, confirmation and proper receipting of revenue received, develop and implement a system to provide accurate and up-to-date accounting of expenses and balances of division office funds.

      • Generates and disseminates performance reports for front office and administration team.

      • Responsible for timely and accurate revenue reports as described in the Harris County Public Health Financial Policy. Responsible for collecting and receipting fees.

      • Prepares funds for deposit. Balances funds with daily reports.

      • Must follow County Auditor's policies and procedures for receipting and reporting revenue.

      • Monitor requisition approval and purchase order (PO) execution.

      • Monitor the status of outstanding POs to unencumbered funds.

      • Maintains operational levels of supplies and services for front office personnel and operations.

      • Provides customer service; ability to establish and maintain effective working relationships with employees, internal and external stakeholders.

      • Other duties as assigned including responding to an emergency event.

      Education:

      • Bachelor’s Degree in Accounting, Finance, Business Administration or other related business specialty from an accredited University.

      Experience:

      • Two (2) years of general office experience required.

      • Two (2) years of supervisory experience.

      Licensure/Certifications:

      • Chameleon Software Training must be completed within 6 months of hire date; potential additional software training

      • Training on Rabies laws and Animal Control regulations must be completed within 6 months of hire date

      • Monday – Friday | 8:00a.m. – 5:00p.m.

      • Other days and hours as necessary.

      Work Environment:

      • This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

      Physical Demands:

      • This is largely a sedentary role; however, some filing is required.

      • This would require the ability to lift files up to 10 pounds, open filing cabinets and bend or stand as necessary.
