      OVERVIEW OF THE FUNCTIONS OF THE POST

      The Lead Consultant will be responsible for developing a comprehensive, site-specific Emergency Contingency Plan for the Tyre Al Bass World Heritage Site in Lebanon, under the framework of the 1954 Hague Convention and its Second Protocol. This role supports UNESCO and the Lebanese Directorate General of Antiquities (DGA) in enhancing the protection and resilience of cultural heritage in crisis situations, particularly in the context of armed conflict.

      Key responsibilities include:

      • Conducting risk assessments and site-specific data collection.
      • Drafting and finalizing the contingency plan.
      • Designing and delivering two training workshops for stakeholders.
      • Coordinating with DGA and UNESCO Beirut Office throughout the project lifecycle.

      REQUIRED QUALIFICATIONS

      For the Lead Consultant:

      • Advanced university degree (Master’s or PhD) in Heritage Conservation, Archaeology, Architecture, Risk Management, or related fields.
      • Minimum 15 years of professional experience in cultural heritage protection, emergency planning, and project leadership.
      • Proven experience in developing emergency plans for UNESCO World Heritage sites.
      • Demonstrated ability to design and deliver training workshops.
      • Excellent analytical, strategic planning, and English report writing skills (C1 level).

      For the Expert Team:

      • Legal Expert: Law degree, 10+ years of experience, expertise in Lebanese and international cultural property law.
      • Structural Engineer: Advanced degree, licensed, 10+ years of experience with heritage structures, ICOMOS-recognized.
      • GIS/Mapping Expert: Degree in GIS/Geomatics, 5+ years of experience, proficiency in ArcGIS/QGIS, drone data processing.

      DESIRABLE QUALIFICATIONS

      • Prior experience working on cultural heritage projects in Lebanon, especially in Tyre.
      • Familiarity with UNESCO procedures and collaboration with national heritage authorities.
      • Experience in participatory planning and stakeholder engagement.
      • Proficiency in Arabic for effective local communication.
      • Competence in using digital tools for documentation, mapping, and training delivery.
