Provide day to day oversight of CARC evening & weekend staff including hiring, training, supervision, support in collaboration with the Director of CARC.

Develop and maintain schedules for staff working the evening and weekend CARC shifts and one of our subcontractor agencies.

Co-create and implement professional development growth plans with each staff & with the CARC team.

Coordinate, facilitate and participate in program components including weekly team meetings, subcontractor partnerships, justice care coordinating agencies, & other community partners.

Act as liaison to the community based organizations, subcontractor agencies: IFR & CYC, SFUSD, the Public Defender’s Office, law enforcement agencies (SFPD & JPD) and other community partners/stakeholders.

Participate in regular supervision with the Director of CARC, monthly site manager meetings, all agency meetings/trainings & management meetings, and other community based activities as needed.

Provide supervision & support to staff as one of the on-call managers when operating hours are extended.

Provide continuous audits of data entry, documentation, referrals to CBO’s & program intake/assessments.

Timely follow-up and follow-through of staff tasks to ensure CARC database and data entry is accurate and complete.

Participate & coordinate monthly data meetings with the Director of Research & Evaluation.

Review & Analyze data & documentation for all program services & activities.

Support with running reports, analyzing & creating program reports from CARC & data from law enforcement databases.

Research, develop, review and modify programming policies/procedures and all programmatic services along with CARC leadership.

In collaboration with CARC leadership, re-developing our Life Skills curriculum & workshop series for CARC participants.

Be an active thought partner in maintaining and expanding the CARC program model & services along with CARC leadership.

Ensure high quality of services by conducting frequent observation, training and mentorship regarding staff service delivery.

Assist in writing progress reports and other CARC status reports to funders and partners.

Co-create and establish the expansion of CARC and its program design.

Establish & maintain relationships with SF Bay Area CBO’s, city departments, active CBO partners and law enforcement agencies including but not limited to: SFPD, JPD, DA’s office, local school districts, Instituto Familiar de la Raza.

Network & build community by maintaining communication with CBO’s & city partners, attending community partner meetings, events, joint projects with other CBO’s/youth service providers and represent HYP in the community.

Participate & co-coordinate justice care provider referral meetings and other community partner and city agency development meetings.

Perform tasks and responsibilities in a thorough and timely manner in compliance with agency policy and standards, and conform to scheduling requirements of this job description and program.

Bachelor’s degree in social work, human/social services or related fields.

Minimum 1-3 yrs previous experience working with youth, families and case management intervention strategies or other highly qualified interventions with adolescents.

Minimum (2) years previous management/supervision experience in criminal justice, social work, human/social services or other related fields.

Prior experience working with youth from diverse backgrounds using a youth development approach.

Ability to manage multiple projects and work independently as well as be able to work cohesively in a culturally diverse team environment.

Excellent analytical thinking skills, excellent oral and written communication skills, organization, planning, research, supervision and budget skills.

Huckleberry Youth Programs is seeking a Program Manager for San Francisco’s Community Assessment & Referral Center (CARC). CARC has been in existence for 25yrs, navigating from the center of juvenile justice reform & transformation in San Francisco. CARC is in an integral moment of time in the justice field in that it will be expanding operating hours & services to be able to support more youth at the point of arrest for all misdemeanors & felonies. CARC is a community based diversion program, single point of entry for crisis intervention, intake/assessment, service integration and referrals back to the community of arrested youth. The ultimate goal of CARC is to assess the needs of young people who come in contact with police, connect them and their families to needed services or support, hold the youth accountable for their actions via restorative justice practices and to prevent re-arrests.
This position will work collaboratively with CARC leadership on program creation, implementation and design and supervise part of the CARC team. Particularly this person will manage designated staff, oversee the operation of CARC during the evening/weekend hours and support with expanding CARC services. The Program Manager will oversee the day to day operations of the program, specifically during the afternoon/evening hours and provide direct supervision to some of the CARC staff. As of now CARC operates 9am-10pm Monday-Friday and beginning next fiscal year will be expanding hours to seven days a week/365 days a year 8am-12am. We are excited to have another leadership position to support the staff and programming to meet the needs of our San Francisco Bay Area youth in some of their most vulnerable and crisis situations.

WORK ENVIRONMENT:
This position operates out of the Huckleberry Gough St. offices with frequent visits to SF Juvenile Justice Center, other HYP office sites, & community partner sites. There may be potential for remote work from home but plan for this position to be mostly on site. This role routinely includes driving and the use of standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. The Huckleberry Gough site is located in San Francisco and is accessible by public transportation.
PHYSICAL DEMANDS:
The employee must be able to lift and/or carry up to 10 pounds unassisted on an occasional basis. While performing the duties of this job, the employee is regularly required to talk, hear and sit. The employee is occasionally required to stand, walk and use hands to find, handle, or feel objects, tools or controls. The employee is occasionally required to drive a vehicle.
Required Education and Experience:
PREFERRED EDUCATION AND EXPERIENCE:
1. Masters Degree in social work, human/social services, counseling, or related field.
2. Bilingual capability (Spanish or Cantonese) strongly preferred.
3. Previous experience coordinating youth & family services within a crisis setting.
4. Thorough knowledge of community based agencies serving adolescents in the San Francisco Bay Area.
ADDITIONAL ELIGIBILITY QUALIFICATIONS:
1. TB clearance
2. Valid CA driver’s license, clear DMV record, and reliable transportation.
3. Fully vaccinated for COVID-19.
