      The City of Oakland is currently recruiting to fill two Case Manager I vacancies within the Human Services Department, Aging and Adult Services - Multipurpose Senior Services Program (MSSP). MSSP supports independence, safety, health, and active living for seniors. MSSP works with community partners to support services that include care management, jobs, training, volunteering, recreation and transportation assistance. MSSP provides culturally appropriate comprehensive case management services to keep Medi-Cal eligible frail elders out of nursing homes, safe and independent in their own homes, increasing their quality of life when they are most vulnerable. This is an entry-level classification in the Case Manager series.

      The ideal candidate works well independently and as a team member, possesses excellent communication skills and has experience providing services to the frail, elderly, or functionally impaired adults/seniors.

      Under direction of the Supervising Case Manager, the Case Manager I provides case management services including reassessment and/or recertification, care plan development and implementation, purchase and arrangement of client services, monitoring of clients, home visits, and documentation, and performs related duties as assigned. The Case Manager I applies harm reduction and strengths-based approaches to increase the health and safety of frail elders who are at risk of nursing home placement.

      This is a public contact position. Although no current vacancies require a specific language, the eligible list may be used to fill future vacancies that may require bilingual skills.

      The eligibility list established from this recruitment may be used to fill other vacancies that occur within the City including full-time and permanent part-time positions, if applicable.

      This recruitment will produce two eligible lists. The restricted list will be for full-time, permanent part-time, or part time City employees who meet the minimum qualifications. The open list will be for all other applicants who meet the minimum qualifications.

      Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable.
      Education:
      Bachelor's degree from an accredited college or university in social work, gerontology, psychology or related field.
      Experience:
      Two years of experience in providing services to frail, elderly and/or functionally-impaired adults or high risk youth and adults.

      LICENSE/CERTIFICATE:
      Individuals who are appointed to this position will be required to maintain a valid California Driver's License throughout the tenure of employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties.
      OTHER REQUIREMENTS
      Proficiency in a foreign language may be required.
      The Recruitment Process:


      The City of Oakland works with a Civil Service system. Applicants apply online, and HR staff review their experience, education, and training listed on the application against the “minimum qualifications” listed for the position.

      Candidates who demonstrate that they meet the minimum qualification requirements are then invited to participate in an assessment process (or testing) to measure their knowledge, skills, and abilities in job related areas.

      Candidates who do not demonstrate that they meet the minimum qualification requirements will have an opportunity to request a final review. Candidates must request a final review within 5 business days of being notified that they did not meet the minimum qualifications.

      In the final review, candidates may clarify information already provided on their application. No additional work history, education, or certifications will be accepted. Any decisions made during this review process will be final.


      For this recruitment, all qualified applicants will be invited to participate in an online multiple-choice assessment. The assessment is tentatively scheduled to take place between November 6, 2023 November 13, 2023. Instructions will be emailed to all qualified candidates.

      Candidates who pass each stage in the process will be placed on an eligible list. Some candidates may receive extra points, for example if you are a Veteran with an honorable discharge, or if you are a current City of Oakland resident. If you’re applying to a “restricted” posting and you are eligible as a current City employee, you may also receive additional points for your City service. Extra points are only applied to passing scores, so if you do not pass every element of the testing process, you cannot use extra points to pass.
