      The Jacksonville Aviation Authority welcomes applications for the Cecil Airport & Spaceport Facilities Manager position through Midnight on Thursday, February 8, 2024.


      Job Summary

      This position is responsible for the leadership and management of the Facilities Department at Cecil Airport & Spaceport. This work requires a strong knowledge of facilities and maintenance functions at a general aviation airport. The Facilities Manager manages the work of subordinates and is responsible for management of the facilities’ budget, the maintenance of critical systems, such as the utilities and fire suppression systems, management of pavement(including landside, runway and taxiway), and the structural integrity of all buildings. The position requires courtesy, tact, skill in understanding and influencing people, and effectiveness in dealing with others. The work involves extensive contract management and includes but is not limited to the monitoring of preventative maintenance programs for HVAC, fire suppression systems, generators, air traffic control tower equipment, weather systems, and backflow preventers. The work is performed following clearly defined regulations, policies and procedures, and also involves the use of effective management and administrative principles to successfully handle a significant variety of challenges affecting the airport. This position reports to the Director of Cecil Airport & Spaceport and is on call 24 hours a day, 7 days a week.

      Essential Functions

      • Develops specifications for large facilities equipment purchases and directly manages facility service-related contracts.
      • Manages through subordinates those employees performing a wide variety of maintenance.
      • tasks, including but not limited to, alterations, repair, installation, inspections, and preventive.
      • maintenance of property and equipment used in the continuing operations of Cecil Airport/Spaceport.
      • Works with the Planning & Engineering department in construction projects and coordinates capital improvement initiatives.
      • Prepares specifications for new equipment, statements of work and all project planning for new assigned projects.
      • Coordinates facility maintenance activities and aviation asset protection services, to include inspections, repairs, and upgrades in accordance with established goals and requirements.
      • Ensures compliance with FAA, FDOT, NFPA, EPA and OSHA requirements.
      • Monitors and enforces facilities, equipment, and labor warranty programs.
      • Manages the Cecil Airport vehicle fleet (in cooperation with fleet manager at JAX), inventory and equipment programs.
      • Facilitates and develops training programs and instructs staff in matters involving safety and regulatory compliance.
      • Monitors the impact of his or her decisions on the airport and spaceport budgets and conducts ongoing cost-benefit analyses to determine appropriate actions, prioritize major initiatives and plan expenditures accordingly.
      • Directs energy management and building automation systems to reduce the cost of utilities and provide a safe work environment.
      • Manages a diverse team spanning multiple disciplines.
      • Formulates proposals for major expenditures, as necessary, and submits to senior management for approval.
      • Makes staffing and scheduling decisions based on data analysis.
      • Works closely with other JAA Operations Division departments to accomplish goals.

      • Must be knowledgeable and proficient in standard maintenance procedures and methods.
      • Must have a good knowledge of electrical, mechanical and facilities maintenance.
      • Must be able to establish and maintain effective working relationships with tenants, federal and state agencies, fellow employees, subordinates, and supervisors.
      • Demonstrated ability in planning, coordination, resource allocation, time management, and project management.
      • Demonstrated skill in managing and monitoring budgets.
      • Must possess critical thinking and problem-solving skills.
      • Ability to clearly communicate both verbally and in writing in a professional manner.
      • Ability to read, understand and apply information obtained from blueprints, surveys, and job specifications.
      • Ability to garner the respect of senior leaders, peers, and employees.

      • Ability to collect, collate and analyze data.
      • Proficient in the use of a personal computer, including Microsoft Office products.

      Qualifications


      Required Education & Experience

      • Bachelor’s degree in aviation management, facilities management, business management, engineering, industrial maintenance, or a closely related field AND
      • Eight (8) years of progressively responsible experience in a Building Maintenance and Ground Maintenance environment, including five (5) years of supervisory experience, OR
      • An equivalent combination of education, training, and experience.


      Licenses & Certifications

      • Must be able to obtain and maintain a Security Identification Display Area (SIDA) badge.
      • Florida Class E Driver’s License may be required and must be maintained.
      • Certified Member (CM) of the Association of American Airport Executives (AAAE) certification required or must obtain within twenty-four (24) calendar months of start date.


      Preferred Skills and Experience

      • A.A.E. certification from the AAAE is a plus

      Physical Demands

      The physical demands consist of moving from one work location to another, sitting or standing at a workstation or on the airfield for extended periods of time and may involve lifting objects weighing up to 50 pounds.
