      Summary
      The Chief Human Resources Officer (CHRO) is a key member of the executive team, charged with leading HR transformation to support the continued growth and innovation of the health system. The CHRO plays a pivotal role in advancing TFHS’s mission and values through a people-first approach to organizational development, labor relations, and strategic workforce planning. This leader will oversee all facets of human resources and serve as the system’s voice for employee experience, culture, and engagement.

      Essential Duties and Responsibilities

      • Design and implement an enterprise-wide HR and people strategy aligned with business goals.
      • Serve as an executive partner to the CEO and leadership team on talent, culture, and workforce design.
      • Bridge gaps between organizational goals and workforce capabilities through people-centered strategies.
      • Oversees HR operations, workforce planning, executive compensation, employer branding, and labor relations.
      • Ensuring full compliance with local, state, and federal employment laws in both California and Nevada
      • Foster a culture of performance, accountability, innovation, and inclusivity.
      • Oversee compensation and benefits strategy to ensure market competitiveness and equity.
      • Lead executive compensation planning and ensure compliance with governance standards.
      • Lead organizational design, change management, and succession planning initiatives.
      • Serves as the organization’s executive with union leadership, fostering collaborative and positive labor-management relationships.
      • Lead union negotiations and maintain positive labor-management relationships.
      • Monitors and ensures the organization’s compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance.
      • Oversight of all aspects of labor relations, including collective bargaining negotiations with collective bargaining units.
      • Ensure compliance with all labor laws, union contracts, and regulatory requirements throughout bargaining, contract administration, and grievance resolution.
      • Serves as the executive champion for Diversity, Equity, and Inclusion (DEI), leading the development and execution of strategies that drive representation, foster inclusion, and cultivate a strong sense of belonging across the organization.
      • Use data and HR analytics to inform decisions and measure the effectiveness of people programs.
      • Complies with System policies and procedures.
      • Other duties as may be assigned.

      Supervisory Responsibilities
      Carries out supervisory responsibility in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, training, assigning, coaching, counseling, and disciplining employees; administering scheduling systems; communicating job expectations; planning, monitoring, appraising, and reviewing job contributions; enforcing policies and procedures.

      Minimum Education/Experience
      Bachelor's Degree Human Resources, Organizational Development, or or related field. or 10 years + relevant experience

      Required Licenses/Certifications
      Professional in Human Resources, PHR or SPHR

      • Upon hire
      • Or SHRM Equivalent (SHRMCP or SHRM-SCP)

      Other Experience/Qualifications

      Required:

      • Strong track record of driving change, scaling culture, and partnering with executives in high-growth or complex environments.
      • Deep knowledge across all major HR disciplines, including org development, talent management, DEI, and total rewards.
      • Demonstrated experience in progressive HR leadership roles, with a minimum of 3–5 years at the Director or executive level.
      • Exceptional leadership, communication, and relationship-building skills.
      • A combination of relevant education, professional certifications, and substantial experience in human resources leadership is acceptable.

      Preferred:

      • Master's Degree in Human Resources, Business Administration, Organizational Development, Industrial-Organizational Psychology, or a related field is strongly preferred.
      • Experience working within California’s public sector regulatory environment and employment laws.
      • Experience negotiating and managing collective bargaining agreements and labor relations with unions.
      • Experience in a healthcare setting
