      Agency Statement: Are you ready to make a difference in the lives of others? The Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) is a team of dedicated public servants who are committed to better preparing the State of Illinois for natural, manmade, or technological disasters, hazards, or acts of terrorism. IEMA-OHS coordinates the State's disaster mitigation, preparedness, response and recovery programs and activities, functions as the State Emergency Response Commission, and maintains a 24-hour Communication Center and State Emergency Operations Center (SEOC). The SEOC acts as lead in crisis/consequence management response and operations to notify, activate, deploy, and employ state resources in response to any threat or act of terrorism. IEMA-OHS assists local governments with multi-hazard emergency operations plans and maintains the Illinois Emergency Operations Plan. IEMA-OHS is also responsible for protecting Illinois residents from the potentially harmful effects of ionizing radiation, administering more than two dozen programs to protect citizens and the environment. Programs include extensive emergency planning and response efforts and training for local responders for accidents involving radiation; inspecting and regulating radioactive materials licensees; registering and inspecting radiation producing equipment and facilities statewide; accrediting medical radiation technologists; and certifying mammography facilities. IEMA-OHS also monitors 11 nuclear power reactors at six nuclear stations licensed to generate electricity in Illinois and inspects and escorts spent nuclear fuel shipments.

      Position Statement: The Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) is seeking to hire a Chief Human Resources Officer to manage the Human Resources Division. This position is responsible for performing highly sensitive and confidential duties on behalf of IEMA-OHS overseeing employee benefits, position classifications, personnel transactions, hiring and timekeeping functions.       Essential Functions

      1. Serves as the Chief Human Resources Officer for the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS), managing employee benefits, personnel transactions, position classifications, timekeeping, and hiring functions:

      • Serves as principal policy-making administrator, developing policies and procedures for the human resources programs.
      • Prepares written directives to human resources staff and management staff regarding changes, interpretations and clarifications of the State of Illinois Personnel Code, Rules, Classification Plan and Pay Plan, affecting human resources operations.
      • Develops long range goals and objectives to ensure the Agency meets and maintains staffing and hiring standards.
      • Monitors systems and documents to ensure adherence to all human resources rules, regulations, contracts, and codes.
      • Prepares reports and informational documentation to be used in making Agency staffing decisions.

      2. Serves as a spokesperson on behalf of the Director, the Chief of Staff and the Agency with the Governor’s Office, Central Management Services, Civil Service Commission, other local and state governmental entities and the public on all matters involving Human Resources:

      • Interacts closely with HR staff and IEMA-OHS management to verify Governor’s Office initiatives are implemented.
      • Advises management on layoffs, recall procedures, geographical transfers, suspensions, discharges, minority programs, etc.
      • Serves as the departmental representative before the Civil Service Commission regarding Rule interpretation, discharge issues, and geographical transfers.
      • Provides technical expertise to the Chief of Staff, General Counsel, and the Labor Relations Administrator.

      3. Serves as a full line supervisor:

      • Assigns and reviews work.
      • Provides guidance and training to assigned staff.
      • Counsels staff regarding work performance.
      • Reassigns staff to meet day-to-day operating needs.
      • Establishes annual goals and objectives.
      • Approves time off.
      • Adjusts first level grievances.
      • Effectively recommends and imposes discipline, up to and including discharge.
      • Prepares and signs performance evaluations and determines and recommends staffing needs.
      • Disseminates updated information and provides guidance and direction on various personnel issues to human resources staff.

      4. Supports the agency by assisting with the creation and implementation of Diversity, Equity, Inclusion, and Accessibility (DEIA) initiatives and action plans which includes related workforce, EEO, and Affirmative Action related reporting:

      • Develops and implements strategies to implement and improve DEIA efforts within IEMA-OHS.
      • Prepares and utilizes data to maintain, complete and submit all DEIA related reports to Department of Human Rights and Governor’s Office.
      • Prepares responses for Governor’s Office and legislative inquiries.
      • Attends internal and external meetings, training, and seminars involving DEIA.
      • Serves as facilitation member of the Diversity, Equity, Inclusion, and Accessibility Committee.

      5. Advises management on the development of new programs, change in operations and other human resources administration matters:

      • Conducts confidential investigations of operations; recommends remedial measures when identified.
      • Provides administrative expertise in special projects, audits, program/management evaluations of cost studies, systems, procedures impacting any area of human resources administration.
      • Coordinates and notifies IEMA-OHS staff on human resources and other informational training opportunities.
      • Conducts meetings and presents information for Senior Management staff.

      6. Formulates policy and provides advice and guidance to the Director on any matter involving human resources:

      • Serves on the Director’s Executive staff in the planning and conducting of short term and long-term departmental goals and objectives.

      7. Establishes budgetary and staffing needs for the Human Resources Office to determine appropriate revenue requirements:

      • Develops and formulates budget requests for programs administered by the Human Resources Office and directs preparation of annual budget request.
      • Conducts analysis of staffing needs including projections based on anticipated initiatives, turnovers, and retirements.
      • Directs the allocation of fiscal and human resources to achieve the most efficient and operationally sound structure for agency activities.

      8. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

      Minimum Qualifications

      1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
      1. Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization.

      Conditions of Employment

      1. Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
      2. Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
      3. Requires a criminal history check through the Illinois State Police.
      4. Requires the ability to use state-issued equipment, such as a cell phone, laptop, etc.
