- Experience creating a variety of written communication materials (e.g., newsletters, fact sheets, presentations, website content, news releases, graphics, etc.).
- Experience leading or managing group or team projects (e.g., creating project plans, managing timelines, facilitating meetings, tracking results, etc.).
- Experience creating communication materials using visual communication software and tools (e.g., Adobe Creative Cloud, Microsoft 365, etc.).
- Experience working as a liaison with external groups to develop and maintain positive working relationships.
- Experience translating complex or technical information into accessible and inclusive language for a variety of audiences.
- Experience or training in public relations.
- Experience creating digital media, including videos, photography, and social media posts.
- Experience creating and executing a strategy or plan to measure the effectiveness of communications and engagement and making recommendations for improvement.

Introduction
The newly established Office of Grants Management (OGM) within the Department of Health Services (DHS) is hiring two Communications and Outreach Specialists. In collaboration with subject matter experts throughout DHS, OGM provides the agency with centralized grantmaking functions to focus on customer service, compliance with federal requirements, and the overall consistency and quality of the grants process.
These positions can work remotely up to 5 days per week but require reporting to the Madison office at 201 E. Washington Ave. occasionally to complete certain tasks such as quarterly in-person OGM staff meetings and onboarding. The positions can be headquartered at one of our central or regional offices .

Position Summary
As Communication and Outreach Specialists, you will be responsible for developing, approving, and managing communications and education plans for strategic initiatives developed by the office, which provides services across all of DHS' grantmaking functions. You will contribute to OGM's mission of building grantee capacity, promoting compliance with federal and state grant requirements, and advancing modernization in grants management.
In this role, you will be working with subject matter experts and OGM colleagues to create communications plans, develop guidance on policy and procedure messaging and delivery, manage internal and external communications, and create clear, accessible, and engaging content for diverse audiences across the state. This includes DHS grant program staff, state partners and networks, grantees, community partners, and the public. You'll also play a key role in managing outreach and training for internal and external partners.
Salary Information
The starting pay is between $37.00 and $42.00 per hour (approximately between $76,900 and $87,300 per year) depending on qualifications, plus excellent benefits. A 12-month probationary period is required.
Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. These positions are classified as Communications Specialists - Advanced and are in pay schedule and range 07/03.
