- Execute mid-complexity procurement actions for specialty metals, raw fabrication materials, consumables, tools, GPS/PNT equipment, instrumentation, calibration services, and other test-support materials in accordance with FAR/DFARS requirements
- Review Procurement Request (PR) forms for completeness and technical accuracy; coordinate with requestors to resolve gaps before processing
- Develop cost estimates within three business days of receiving a validated PR
- Execute purchase orders within one business day of government approval
- Support ad-hoc and emergent procurement requests with actionable quotes within 48-72 hours of notification
- Source domestic and international vendors, conduct competitive analysis, and document sourcing rationale in the OWMS
- Apply QC review discipline to all procurement actions, ensuring 98% accuracy on item specifications per contract AQL
- Ensure ITAR/EAR compliance is assessed on all procurement actions involving potentially export-controlled items
- Maintain complete and accurate procurement records in the OWMS audit trail
- Support internal and government audits by providing procurement documentation on request
- Provide technical guidance and workload support to Procurement Specialist I team members as directed by the Procurement Lead
- Assist with surge procurement actions during compressed-timeline test requirements
- Participate in team meetings and contribute to continuous process improvement
- U.S. Citizenship required
- Minimum 5 years of experience in government or commercial procurement
- Working knowledge of FAR/DFARS compliance requirements
- Experience procuring technically complex or specialty items including metals, instrumentation, or GPS/PNT equipment
- Bachelor's degree in Supply Chain Management, Business, Logistics, or related field; equivalent experience considered
- Proficiency in web-based procurement or workflow management systems
- Strong attention to detail and QC discipline on procurement documentation
- Ability to manage multiple open procurement actions simultaneously without losing track
- Clear written communication skills for vendor and internal correspondence
- Working knowledge of ITAR/EAR at the basic classification level
- Proficiency in Microsoft Office Suite
- Experience supporting DoD, Air Force, or federal agency procurement operations
- CPSM or DAU Contracting Level I/II certification
- Familiarity with OWMS or similar workflow platforms
- Experience procuring specialty metals, precision instrumentation, calibration services, or GPS/PNT equipment
Contingent Procurement Specialist II
Job Summary
TechTrans International (TTI) is seeking a mid-level Full-Time Contingent Procurement Specialist to support the Advanced Test and Logistics Support Services contract in support of the 704th Test Group at Holloman Air Force Base. This is a contingent position, pending contract award. The Procurement Specialist II handles mid-complexity procurement actions across a broad range of technical and specialty items, working closely with the Procurement Lead to keep the purchasing queue moving at pace with mission requirements. This role is well-suited for a procurement professional who has moved beyond entry-level work, understands government contracting basics, and is ready to take on more complex actions independently while supporting junior team members.
Clearance: Secret clearance eligibility preferred. Must be a U.S. Citizen.
