      General Summary: The Contracts Manager oversees the full life cycle of contracts supporting behavioral health, child welfare, and other organization service program contracts. This includes funding agreements with government agencies, provider contracts, grant awards, specific vendor contracts and interagency service agreements. The role ensures contractual compliance, mitigates risk, and supports the operational and strategic goals of the organization.

      JOB RESPONSIBILITIES:

      Contract Development (RFP,Grants,RFI, etc.):

      • Project manage with clear timeline the development and implementation of new contracts.
      • Assist with the development of proposals for funding.
      • Collaborate with Licensing, Credentialling, Finance, QM and other departments/programs to facilitate implementation.
      • Creates stand-alone agreements (MOU, LOI, etc.)
      • Creates contract templates.
      • Supports single case agreements across the organization.

      Contract Management:

      • Develops and maintains contract policies and procedures for distribution and education of key staff
      • Maintains contracts for all payers (AHCCCS, AOC, ACO, Commercial Ins, DCS, DDD, Health Plans, Grants, Tribal, etc.), health providers, and vendors.
      • Monitoring and processing amendments, modifications and renewals, including submission of requested documents.
      • Works with IS and Finance on updating contract rate sheets for EHR and Finance.
      • Monitors Payer websites at least 2 times per month for contract and/or rate sheet changes.
      • Develop and maintain archive policy and system for termed contracts.
      • Perform annual contract review.
      • Manage procurement portal accounts.
      • Monitor new business opportunities.
      • Manage AHCCCS and health plan notices, newsletters and policies.

      Specialty Contract Support:

      • Submission of participation agreements, applications, LOIs & attestations for payer awards, incentives, initiatives, etc. (i.e. targeted investment, DAP)
      • Prepare and complete documents for submission.
      • Work with Finance and other functional areas any published updates.
      • Work with leadership and program staff to support collection, preparation and submittal of information

      Communication and Support:

      • Works for senior leadership contract execution
      • Works with Program and Administrative Department staff providing education on critical components of contracts and daily operational support related to contracts.
      • Serves as a liaison to funders and contracted organizations answering questions, problem solving, navigating issues, and advancing issues to CEO

      QUALIFICATIONS:

      • Minimum Education Required: Bachelor’s Degree
      • Minimum Experience Required: At least 3 years’ experience serving in administrative operations position and an additional 2 years’ experience in behavioral or physical health field.

      REGULATORY:

      • Minimum 18 years of age.
      • Valid AZ DPS Level I fingerprint clearance card (must maintain valid card throughout employment)
      • CPR, First Aid, AED certification, if required (must maintain throughout employment).
      • Current, valid Driver’s License and 39-month Motor Vehicle Report and proof of vehicle registration liability insurance to meet insurance requirements

      Initial current negative TB test result, if required (Employer provides).
