      Duties and Responsibilities

      1. **Serves as the system wide subject matter expert for complex and unique procurement requests and University procurement related policies and procedures, with a primary focus on goods and services procurements and assistance with construction related requests.
      2. **Advises interprets, and/or makes decisions and/or recommendations to senior-level administrators/managers, and staff on procurement requests to ensure consistency and legality of action and compliance with established policies, procedures, and laws.
      3. **Confers with the Director and seeks legal advice to formulate effective recommendations to resolve major areas of uncertainty or interpretation relating to procurement policies, state and federal laws.
      4. **Prepares and reviews highly complex procurement requests, including major purchase requisitions, invitations for bids, requests for proposals, emergency and sole source procurements, and drafting contracts and other purchasing documents.
      5. **Reviews bid protests submitted by vendors, drafts protest decisions, and coordinates legal review by the University General Counsel Office.
      6. **Serves as the approving authority on all applicable procurement-related matters and transactions.
      7. **Assists the Director in the day-to-day management, direction, and coordination of system-wide procurement activities related to goods, services, and construction, including strategic sourcing, contract administration, and procurement operations, and manages P-Card program for the University through a subordinate supervisor.
      8. **Leads the development, implementation, and maintenance of University procurement policies and procedures, ensuring compliance with state and federal laws and regulations.
      9. **Oversees the development, implementation, and maintenance of electronic systems pertaining to financial management and procurement; to include coordinating with other University offices in the implementation of such systems.
      10. **Develops and delivers specialized procurement training and mentoring programs to procurement stakeholders and the overall University community to cultivate a culture of innovation and professional excellence.
      11. Assists the Director in succession planning and the development of future procurement leaders.
      12. Responds to audit inquiries and prepares responses to audit findings, as required. May serve as the liaison with Federal, State, Internal, and other auditors.
      13. **Identifies, assesses, and mitigates risks associate with procurement activities, ensuring compliance and minimizing potential liabilities.
      14. **Develops and monitors key performance indicators (KPIs) to assess procurement effectiveness and efficiency and prepares regular reports for the Director.
      15. Leads the implementation, optimization, and maintenance of procurement technology systems, ensuring they meet the evolving needs of the University.
      16. Develops and implements strategies to promote supplier sustainable procurement practices, in alignment with University goals and state regulations.
      17. Performs special tasks in various areas, e.g., preparations of studies & recommendations to accomplish specified management objectives, development of policies & procedures relating to procurement, records management, & other responsibilities.

      Minimum Qualifications

      1. Possession of a baccalaureate degree in Economics, Business or Public Administration, Law, Logistics & Supply Chain Management, Accounting or related field and 6 years of progressively responsible professional experience with responsibilities for large scale procurement involving development of terms, conditions and technical specifications in drafting of purchasing agreements; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
      2. Advanced and comprehensive knowledge and understanding of a wide range of developing and emerging concepts, principles and methodologies of the assigned area of large-scale procurement of goods and services.
      3. Comprehensive knowledge and understanding of a wide range of principles, theories, federal and state laws and systems associate with large-scale procurement of goods and services.
      4. Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving, and apply creative thinking to resolve problems in new and unprecedented approaches.
      5. Demonstrated written and verbal competence in presenting ideas, concepts and models clearly using persuasion and negotiation to build consensus and cooperation.
      6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
      7. Demonstrated ability to operate a personal computer and apply word processing, spreadsheet, presentation and database software applications.
      8. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
      9. Comprehensive knowledge of and demonstrated ability to operate electronic financial management systems.
      10. Administrative experience in a college or university, a governmental agency or a large private organization with specialization in procurement.
      11. Considerable working knowledge of principles, practices and techniques in procurement to meet the purchasing requirements of a large organization.
      12. Demonstrated ability to effectively develop and present training classes and/or workshops to a diverse group of audiences of various sizes.

      Desirable Qualifications

      1. Master’s degree in Business Administration (MBA) or a related advanced degree.
      2. National professional certification in procurement or supply chain management (e.g., CPPO, CPPB, CPSM, CPP).
      3. Knowledge of administrative policies and procedures typical of an institution of higher education.
      4. Experience in developing and implementing strategic sourcing initiatives to achieve cost savings and improve efficiency.
      5. Demonstrated experience in change management, with the ability to lead and implement organizational improvements within the procurement function.
      6. Proven ability to build and maintain strong relationships with stakeholders at all levels, including senior leadership, faculty, and staff.
      7. Experience in leading and mentoring professional procurement staff, fostering a collaborative and high-performing team environment.
      8. Advanced data analysis and reporting skills, with the ability to interpret procurement data and provide actionable insights.
      9. Experience with e-procurement systems and other procurement technologies, including implementation and optimization.
      10. Strong contract negotiation and contract management skills, with a focus on mitigating risk and maximizing value.
      11. In-depth knowledge of state procurement laws, regulations, and best practices, particularly in the context of higher education.
