      WORK WEEK SCHEDULE

      Monday-Friday (occasional evenings and weekends). Position is available for a hybrid telework workweek

      POSITION PURPOSE:

      Analyzes, verifies, coordinates, and reconciles Transportation budgets to ensure the maximized use of resources; complies with both state and local fiscal requirements. Focuses on compiling and generating data relevant to program development and budget accountability. Collaborates with administrators, vendors, and the school system's Purchasing and Budget Departments to track encumbrances and invoices to facilitate the reconciliation of accounts and to ensure effective use of fiscal resources in order to achieve optimal efficiency in the department.

      MINIMUM QUALIFICATIONS:
      KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
      • Considerable knowledge of generally accepted accounting principles and knowledge of governmental accounting principles;
      • Considerable knowledge of creating and processing contracts, related purchase orders, and other contract related documents;
      • Considerable knowledge of computers and related software, specifically Microsoft Word, Excel, PowerPoint; other enterprise resource planning (ERP) systems; Google Apps;
      • Effective proofreading skills;
      • Ability to understand, interpret, and apply specific rules and regulations governing the processing of fiscal documents, maintenance of financial records, and the preparation of fiscal reports;
      • Ability to analyze complex organizational and departmental procedures and recommend solutions to budgetary issues;
      • Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;
      • Ability to exercise initiative to perform both original and recurring assignments, and exercise considerable independent judgment in the absence of clear directives;
      • Ability to minimize errors with attention to detail;
      • Ability to establish and maintain effective working relationships with school officials, administrators, support staff, vendors, and federal and state contacts.


      EDUCATION, TRAINING, AND EXPERIENCE
      • Associate's degree in business, accounting, or closely related field; AND
      • Five years of experience in finance or accounting.

      An equivalent combination of education and relevant experience sufficient to successfully perform the essential duties of the job.

      CERTIFICATION AND LICENSE REQUIREMENTS

      PREFERRED QUALIFICATIONS:
      • Bachelor's degree from a regionally accredited college or university in business or accounting;
      • Knowledge of WCPSS financial systems and processes;
      • Experience working with Oracle based accounting systems.


      ESSENTIAL DUTIES AND RESPONSIBILITIES:
      1. Analyzes, verifies, coordinates, and reconciles Transportation budgets to ensure the maximized

      use of resources; complies with state and local fiscal requirements.
      1. Collaborates with administrators, vendors, and the school system's Purchasing and Budget

      Departments to track encumbrances and invoices to facilitate the reconciliation of accounts and to

      ensure effective use of fiscal resources in order to achieve optimal efficiency in the department.
      1. Initiates, prepares, and processes all budget-related transactions (e.g. transfers, amendments,

      purchase orders, travel, direct pays, etc.) including obtaining the budget manager's signature,

      verifying available balances, identifying new account codes, resolving discrepancies, assigning

      transaction numbers, verifying data, distributing documents, and maintaining a file of all

      transactions.
      1. Reviews Transportation-related contracts to ensure compliance with state and local laws and

      regulations.
      1. Prepares, processes, and analyzes budget reports on a monthly basis for department administrators

      as well as reporting to internal and external agencies.
      1. Reconciles all Transportation account activity with Oracle general ledger.
      2. Assists in the preparation of budget development materials.
      3. Performs all duties and responsibilities in accordance with the Wake County Public School

      System (WCPSS) Finance Manual standards, Board of Education policies, and state and local laws and regulations.
      1. Performs other related duties as assigned.


      WORK ENVIRONMENT/PHYSICAL REQUIREMENTS

      This role routinely uses standard office equipment such as computers, scanners and copiers. The position, at times, must be able to come into direct contact with school system staff and staff members of external funding agencies, and the community. Work is considered light physical work, requiring the exertion of up to ten pounds of force.
