      Prince William County’s Department of Information Technology is looking for a dynamic and forward-thinking Digital Transformation Leader to drive innovation and digitalization within our local government organization. Reporting to the County Chief Information Officer (CIO), the Digital Transformation Leader (Assistant Director of Information Technology) will play a key role in leading and executing strategic initiatives to modernize and transform our digital capabilities. The Digital Transformation Executive Lead is responsible for spearheading strategic digital transformation initiatives across the government agency. This role involves leading the development and implementation of innovative digital strategies to enhance operational efficiency, improve citizen services, and modernize government operations. The ideal candidate will possess a deep understanding of digital technologies, strong leadership skills, and a proven track record in managing large-scale transformation projects within the public sector.       About This Role:
      Key Responsibilities:
      1. Strategic Planning and Leadership:
      • Develop and execute the agency’s digital transformation strategy in alignment with overall objectives and public service goals. Working across DoIT and County agencies and leadership, the Digital Transformation Lead will partner, broker, strategize on the County’s Strategic IT Plan and GovX strategy document.
      • Provide visionary leadership to drive the adoption of digital technologies and innovative solutions across the agency.
      • Foster a culture of continuous improvement and innovation within the public sector framework.
      2. Digital Strategy and Roadmap:
      • Work with county staff, private industry, and executive leadership to help identify opportunities for digital innovation. Continuously iterate on the County’s GovX strategy and help create a comprehensive roadmap for digital transformation initiatives.
      • Collaborate with senior leadership to prioritize and align digital projects with government goals and public needs.
      • Monitor industry trends and emerging technologies to ensure the agency remains at the forefront of digital advancements.
      3. Project Management and Execution:
      • Oversee the implementation of digital transformation projects, ensuring timely delivery and successful outcomes.
      • Manage cross-functional teams and coordinate with various departments to ensure seamless execution of digital initiatives.
      • Develop and manage project budgets, timelines, and resources effectively.
      4. Technology Adoption and Integration:
      • Evaluate and recommend digital tools and platforms that enhance government processes and citizen services.
      • Ensure the integration of digital solutions with existing systems and processes.
      • Collaborate with IT and other departments to ensure robust cybersecurity measures and data governance practices.
      5. Change Management:
      • Lead organizational change efforts to drive digital adoption and transformation within the public sector.
      • Develop and implement change management strategies to support employees during the transition to new digital processes and tools.
      • Communicate the benefits and value of digital initiatives to all stakeholders, including government officials and citizens.
      6. GovX Performance and Reporting:
      • Work with the DoIT Performance Management team and select County leaders to establish key performance indicators (KPIs) to measure the success of digital transformation initiatives and reporting requirements.
      • Regularly report on progress, outcomes, and ROI to senior leadership and stakeholders.
      • Stay abreast of industry trends and best practices in digital transformation, and recommend innovative solutions to address organizational challenges. Continuously assess and refine digital strategies based on performance data and feedback.

      MINIMUM EDUCATION, TRAINING AND EXPERIENCE REQUIREMENTS
      High school diploma or G.E.D. and 8 years of related experience.

      Preferences:
      • Master’s degree in Public Administration, Information Technology, or a related field
      • 8 years of proven experience in leading digital transformation initiatives within the public sector or large organizations
      • 5 years of project management experience
      • 5 years of leadership experience overseeing projects and reporting to executives
      • Experience deploying business solutions on various Cloud Platforms
      Special Requirements:
      Background in IT and/or IT solutions with deep domain knowledge and experience aligning technology solutions to business problems. Use of disruptive technologies to improve services is key differentiator.

      Work Schedule:
      This position is classified as exempt with the expectation that the candidate will complete duties within the time frame required. Standard workweek is 37.5 hours, Monday – Friday between the hours of 8:00 am to 5:00 pm. After hours and weekend work are occasionally necessary to provide services or attend meetings that cannot be performed during normal business hours.

      Starting Salary Range:
      $110,701.50 - $177,138.00
