- Degree in HR, business, or related field preferred, or at least 5 years’ experience working in HR/payroll administration.
- Y-USA Multi-Team Leader Certification (or equivalent) required within two years and must begin working towards certification within 6 months.
- Strong administrative skills, with computer proficiency (Microsoft Excel and Word required) and the aptitude to learn new software.
- Prior experience in managing payroll/benefits/reporting through a HRIS.
- Experience in all aspects of employee relations, ensuring a positive and productive work environment.
- Strong analytical and critical-thinking skills with the ability to identify and leverage data to use in planning and decision-making.
- Ability to understand, adapt to and interact with diverse people, teams, perspectives and cultures.
- Excellent skills in interpersonal communication.
- An understanding of the nature of the YMCA as a mission-driven organization.
- Certification in CPR/First Aid/AED/O2 required within 60 days of hire.
- Complete and maintain required trainings to include: New Employee Orientation (NEO), Bloodborne Pathogens, Child Abuse Prevention (CAP), and Sexual Harassment.
- Satisfactory completion of a criminal background check and Child Protective Services check.
- Support the mission, vision, and goals of the YMCA.

- Supervise payroll for the Association and ensure state and federal reporting requirements are met.
- Oversee the processing of new-hire paperwork and onboarding with the Administrative Specialists.
- Oversee record keeping of employee related information.
- Work with contracted payroll company to ensure timely/accurate payroll.
- Work with Administrative Specialists and Center Staff, offering guidance and support to ensure accuracy of systems and reporting.
- Maintain the Human Resource Information System (HRIS) , updating records as necessary and running payroll and HR data/reports .
- Develop and lead staff development opportunities for center payroll/HR staff.
- Oversee the administration of health insurance programs for the Association, to include coordinating with broker representative and ensuring accurate billing and reporting. Coordinate the annual benefits renewal process.
- Oversee the Administ ration of the YMCA Retirement Plan program.
- Manage all aspects of employee relations, ensuring a positive and productive work environment, to include performance management, workplace grievances, investigations, and employee well-being programs.
- Assist centers with our progressive discipline policy and manage VEC claims, working with supervisors to obtain relevant information.
- Administer FMLA requests.
- Work with Leadership Development to develop tracking and reporting systems for onboarding, NEO, CRC’s, and annual training program participation (Harassment, Substance Abuse, Child Abuse Prevention) .
- Oversee the process for employment verifications /reference checks following YMCA guidelines.
- Create annual performance appraisals in the HRIS and coordinate the process with the HR Team.
- Monitor and update the Human Resources page in the Association Operations Manual.
- Assist in year-end YUSA reporting.
- Assist in the evaluation of reports, decisions and results of the HR department in relation to established goals. Recommend new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.
- Manage Workers’ Compensation Program to include OSHA reporting.
- Oversee Criminal Record/Credit Check Process.
- Assist with the hiring/onboarding process for CDL Drivers.
- Carries out supervisory responsibilities in accordance with the association’s policies and applicable laws.
- Responsibilities include: interviewing, hiring, training employees; planning, assigning, and directing work.
- Evaluates staff performance, counsels in areas where improvement is needed, and continually strives to improve performance through continuous training and performance standards.
- Direct Supervision of the Director of Payroll and Benefits.
- Indirect supervision of the Administrative Specialists.
- Ability to read, analyze and interpret documents.
- Ability to respond effectively to inquiries or complaints.
- Ability to apply mathematical concepts to practical situations. Must be able to apply mathematical operations to tasks.
- Ability to reason and define difficult problems with limited direction as to means and results.
- Ability to meet the physical demands of this position, which include mobility for visiting our centers, and participating in promotional and/or special events sponsored by the Association.
- Employees are paid in a timely manner with efficient payroll processing and delivery.

General Function :
Under the direction of the SVP/Chief Human Resources Officer and in harmony with the mission and purpose of the YMCA of the Virginia Peninsulas, the Director of Human Resources provides operational leadership for all aspects of human resources. This role is responsible for overseeing the Human Resources Information System (HRIS), ensuring accurate employment data, tracking training, and reporting. This position oversees the accurate and timely processing of payroll and benefits administration.
A major focus of this position is to ensure compliance with HR policies, procedures, and support of a positive and legally compliant work environment. The Director of HR plays a key role in employee relations, effectively addressing employee concerns and conflict resolution while promoting a values-based culture. This position also onboards new directors and assists with a team of Administrative Specialists in the center onboarding process, ensuring that all new hires are welcomed, equipped, and supported to become successful, cause-driven team members.
