      GENERAL DESCRIPTION: Perform routine (journey-level) training work as an instructor following the Federal/State guidelines of the program. Work involves extensive travel, planning, organizing, and conducting educational programs. Provides technical and audit assistance for reporting information to the state repository and conducts investigations to correct erred submissions. Serves as a liaison of local, state, and federal agencies to facilitate implementation of state rules and regulations regarding submission of Terrorist Offender Registration (TOR) information between the Department and other criminal justice agencies. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.

      ESSENTIAL DUTIES / RESPONSIBILITIES:

      1. Plans, schedules, and conducts trainings in support of applicable Program laws, rules, regulations, policies, procedures to include reporting of information into related website and systems.

      2. Serves as a liaison with criminal justice agencies and program staff to advise; educate on Program requirements or responsibilities; or provide technical assistance with web site access or entry.

      3. Reviews rejected contributions and identifies deficiencies. Corrects submission by contacting contributor to obtain clarification or corrected information.

      4. Travels extensively throughout the state of Texas in a DPS vehicle, by air or other public transportation and maintains accurate records of travel and accommodation expenses.

      5. Performs audits to assess agency's degree of compliance with Program requirements. Identify any reporting or record keeping deficiencies that exist and provide recommendations.

      6. Accesses and analyze criminal history records through TCIC/NCIC, court documents, offense reports and other relevant documents.

      7. Maintains and foster state and federal criminal justice agency relationships to share or obtain information/documentation.

      8. Works with DPS legal staff to request determinations of similar elements of offense, obtain opinions of laws or interpretation of court documents.

      9. Assesses and analyze training needs of contributors. Develop or modify curricula, course outline and content, and training materials in response to satisfy those needs.

      10. Maintains up-to-date knowledge of statutory requirements, reporting rules, regulations, procedures and operations.

      11. Attends work regularly and observes approved work hours in accordance with agency leave and attendance policies.

      12. Performs other duties as assigned.

      GENERAL QUALIFICATIONS and REQUIREMENTS:

      EducationGraduation from High School Diploma/equivalent preferred.

      Experience – Minimum of one (1) year or more work experience in the use of a complex or confidential computer-based information system. A minimum of two (2) years of progressive work experience in Criminal Justice or teaching adult education.

      Substitution Note: Additional work experience of the type described may be substituted for education on a year-for-year basis.

      Licensure and/or Certification – Must possess a valid driver license from state of residence. Must hold or earn TLETS Certification, with the first six (6) months of employment.

      Regulatory knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

      TechnologyProficiency with Microsoft Office, CJIS systems, and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems.

      Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.       Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

      Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

      Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

      Schedule and/or Remote/Telecommuting work and/or Travel – Availability for after-hours and weekend work is required. Telecommuting up to 5 days per week. Travel statewide required.

      A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

      A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

      Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
