Job Description

- Setting up, leading, and managing the organisation’s apprenticeship program
- Working closely with our Procurement team to bring on board and manage the right external providers that offer the best quality service and value for money
- Acting as the main point of contact, collaborating, and managing external providers to deliver high-quality apprenticeship training.
- Promoting apprenticeship opportunities within the organisation, ensuring maximum engagement and uptake
- Staying up to date with ESFA and funding guidelines, and doing portal submissions
- Designing and implementing graduate programs and other early careers initiatives
- Working with your Talent Acquisition and Learning and Development colleagues to develop strategies to attract, recruit and retain emerging talent
- Building and maintaining relationships with educational institutions, training providers, and industry bodies
- Working closely with internal stakeholders and HR colleagues to identify emerging talent needs and opportunities
- Overseeing, managing, and monitoring the apprenticeship levy budget, ensuring effective use of funds.
- Monitoring and evaluating the effectiveness of the programs, making proactive improvements as necessary
- Championing the development of early career talent within the organisation
- Providing support and guidance to apprentices and graduates, fostering a culture of continuous learning and development
- Supporting stakeholders with information, advice and guidance where appropriate.
- Reviewing, mapping and recording with stakeholders the mandatory 20% off the job training for each apprentice
- Must have experience of establishing and managing Early Careers & Apprenticeships functions.
- Proven experience of managing a large apprenticeship Levy pot and budget control (circa £500kpa).
- Proven experience in designing and managing successful apprenticeship programs and similar early career initiatives.
- Strong knowledge of tendering processes and managing external providers and institutions
- Must be up to date with the ESFA guidance, good understanding funding rules and .gov portal submissions.
- Experience of working between Talent Acquisition and Learning & Development to maximise the use of levy pot
- Knowledge of accrediting internal programmes
- Strong organisational and project management skills
- Passionate about developing emerging talent and fostering a culture of growth and learning
- Strong Stakeholder Management experience
- Experience setting up and running inhouse programmes as an employer provider
- Understanding of safeguarding around apprentices
- Understanding of Ofsted rules around apprenticeship provisions
- EAT L2 or equivalent qualification
- Understanding of standards that can be used in a highly matrixed organisation.
- Understanding of the trailblazing process.
- Understanding of the T-Level provision
- Experience of working between Talent Acquisition and Learning & Development to maximise the use of levy pot

As the Early Careers or, Emerging Talent Partner, you will play a crucial role in nurturing and developing emerging talent for various departments across the Financial Ombudsman Service, ensuring a strong pipeline of future professionals and leaders for the organisation.
Contract: Permanent
Working hours: 35 hours per week is full time. Where possible, we are open to considering part time/flexible working patterns. Please let us know in your application your desired working pattern.
Salary: £50,000
Reporting to: Head of Organisational Capability
London docklands
O ur permanent hybrid policy sees us all working at least four days across a fortnight in the office.
You will be responsible for managing and expanding our apprenticeship provision, championing early career opportunities, and overseeing the development and implementation of our graduate programs and other emerging talent initiatives.
Combining strategic and operational planning and delivery, business partnering, supplier management and external engagement delivered through a highly collaborative approach, you will ensure our Talent and their support networks have excellent experiences on the programs.
