      Description

      Position Summary:

      Person in this position will be responsible for the delivery of vocational and educational guidance to community based providers and their clients participating in Specialized Treatment in Optimized Programming (STOP). Essential Job Functions include those listed below.

      Essential Job Functions:

      • Work directly with Community Based Providers (CBP) in the development of community linkages for vocational services, placement assistance and employment.
      • Provide educational and vocational guidance to CBP including Vocational plan development, development of community resources and career counseling.
      • Provide in-service training and workshops for CBP including development of community resources, job seeking skills classes, labor market research, career planning, and resume preparation and interview techniques;
      • Promote and develop employment and on-the-job training opportunities for ex-offenders and substance abusers;
      • Assist CBP in developing relationships with large and small employers, become familiar with and their products and human resource needs using a businesslike approach;
      • Participate in community advisory groups that assist with return to work programs;
      • Demonstrate knowledge of financial benefits for employers if they hire an ex-felon;
      • Educate CBP on how to demonstrate to employers the cost effectiveness and profitability of employing chronically unemployed by identifying jobs those workers could perform;
      • Embrace and embody the mission, vision, guiding principles, clinical vision and goals of WestCare Foundation; and
      • Perform any other duties as assigned.

      Qualifications


      Essential Qualifications:

      • Two (2) years experience in vocational counseling, job development, group facilitation and employment services;
      • Two (2) years supervisory experience;
      • Certification as a Rehabilitation Counselor is preferred;
      • Knowledge of labor market research, staff development and training, vocational assessment, career planning and human resource management;
      • Knowledge of offender populations, criminal subcultures, and cultural differences, substance abuse assessment tools, therapeutic community concepts is preferred;
      • Must have the ability to obtain and maintain CDCR clearance;
      • A valid California drivers license and ability to obtain and maintain WestCare vehicle insurance; and
      • CPR Certification, First Aid Certification and an Annual Tuberculosis test.

      Education:

      • Graduation from an accredited four-year college with a degree in Vocational Rehabilitation Counseling, Social Work or other related field is preferred; or
      • A combination of experience and education combined.
      • High School Diploma or equivalent is required.

      Working Conditions:

      • Work is primarily performed in Northern California serving CBP in 34 counties.
      • Extensive driving required.
      • Some outdoor activities may be required.

      Physical Demands:

      • The normal work routine involves no exposure to blood, body fluids, or tissues, BUT exposure or potential exposure may be required as a condition of employment. Appropriate personal protective equipment will be readily available to every employee engaged in Category II tasks;
      • Occasional lifting of more than 10 pounds; and
      • Sitting, standing, walking, reaching are performed in the normal course of the position.
