      Join Our Team as an Engineering Manager!

      Are you ready to lead and make a lasting impact? As an Engineering Manager in the Public Works Department, you will lead the Water Resources Program, ensure environmental compliance, and develop long-term strategies and programs to meet the City’s water resource needs effectively.

      Reporting directly to the Deputy Director of Public Works Services, you will supervise a team of professionals and collaborate with City divisions, departments, and external agencies to advance key initiatives. This dynamic, strategic role combines advanced management principles, short- and long-term planning, and impactful decision-making to shape the City’s future.

      Examples of Typical Job Functions

      • Direct planning and engineering projects to meet future water resource needs.
      • Oversee groundwater and recycled water management, environmental compliance, and water rights administration.
      • Manage GIS database development and water efficiency programs.
      • Develop and implement goals, policies, and priorities to enhance efficiency and effectiveness.
      • Manage budgets, staff recruitment, training, and evaluations.
      • Prepare and oversee requests for proposals, negotiate contracts, and ensure quality service delivery.
      • Conduct organizational studies, present reports, and collaborate with various stakeholders.
      • Monitor changes in regulations, technology, and trends to ensure compliance and innovation.
      • Represent the City in interactions and collaborations with intergovernmental agencies.
      Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

      Education and Experience:
      • Bachelor's degree in Civil Engineering, Mechanical Engineering, or a related field.
      • Five (5) years of progressively responsible experience, including two (2) years in a supervisory role in a public sector agency.
      Licenses and Certifications:
      • Valid California Driver’s License (maintained throughout employment).
      • Registration as a Professional Engineer in the State of California (maintained throughout employment).
      Knowledge and Skills:
      • Strong understanding of water resources management and applied water engineering techniques.
      • Administrative principles and practices, including goal setting, program development, implementation, and evaluation, and project management.
      • Principles and practices of budget development and administration.
      • Principles and practices of employee supervision, including work planning, assignment, review and evaluation, and the training of staff in work procedures.
      • Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly.
      • Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned areas of responsibility.
      • Organization and management practices as applied to the development, analysis, and evaluation of programs, policies, and operational needs of the assigned area of responsibility.
      • Principles and practices of contract administration and management.
      • Engineering principles, methods, and practices as applied to public works, including planning, development, design, and construction.
      • Techniques for reviewing designs, plans, specifications, estimates, reports, and recommendations related to public works projects.
      • Budgetary, work planning, and time/material cost estimation techniques.
      • Techniques for effectively representing the City in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations.
      • Recent and on-going developments, current literature, and sources of information related to the operations of the assigned division.
      • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.

      Physical Demands and Working Conditions:

      • Work in a standard office setting and use office equipment, including computers.
      • Vision to read printed materials and a computer screen.
      • Hearing and speech to communicate in person and by phone.
      • Finger dexterity for data entry and using office equipment.
      • Occasionally bend, stoop, kneel, and reach; lift, push, and pull objects up to 40 pounds.
      • In fieldwork, navigate varying terrain and perform light-to-medium physical tasks.
      • Potential exposure to hazardous materials during fieldwork.
      • May require overtime, weekends, evenings, and holiday availability.
      • Serve as a Disaster Services Emergency Worker as needed.
