      THE OFFICE

      The Office of Planning & Community Development (OPCD) helps convene and coordinate City departments to ensure alignment in planning and advancing equitable development for Seattle’s future growth. OPCD is committed to creating a diverse and inclusive workplace.       THE WHY

      The Equitable Development Initiative (EDI) Division within OPCD supports communities identified as highest risk of displacement in Seattle, providing funding and technical assistance for community-led projects and strategies to promote access to opportunity and resist “loss of place” through gentrification. The EDI fosters community leadership and supports organizations to promote equitable access to housing, jobs, education, parks, cultural expression, healthy food, and other community needs and amenities that meet the needs of marginalized populations and reduce disparities in Seattle. The project portfolio is growing and includes community partners and project sponsors represented throughout the greater Seattle area.

      THE JOB

      OPCD is recruiting for a senior-level division director to lead the EDI Division. This is OPCD’s largest division in terms of staff (8 FTE project management and policy staff) and budget ($20+million) as well as supporting a compensated volunteer advisory board. We are looking for applicants with a strong community development background with a focus on racial equity, strong people management skills, and policy and program development experience.

      As Division Director, you will:

      • Develop a comprehensive strategy for the EDI, working with the team to increase its scope and impact
      • Manage and provide critical delegation and team-building support to the staff; support team member’s development and City Race and Social Justice Initiative goals
      • Provide oversight of the EDI program budget, make decisions and recommendations about funding strategies and awards, including coordination with other City departments and external agencies
      • Work with the OPCD Director and management team to lead and monitor the EDI funding process and policy goals
      • Brief policy makers within the City, including Council committees, City Budget Office, and Mayor’s Office staff, on the status and goals of the EDI program
      • Provide oversight of EDI policy goals, community planning integration, comprehensive planning outcomes, public benefit criteria and compliance, EDI award and contract compliance, and other contracting technical support
      • Provide technical assistance and connect community partners to resources
      • Leverage existing and build philanthropic relationships to increase resources available to EDI projects
      • Establish a vision for the long-term success and growth of the EDI program

      • Placing an emphasis on serving BIPOC communities that have been targeted by systemic and institutional racism

      To be effective in this role, you have:

      • Experience working in a dynamic political environment and leading a high functioning team
      • Knowledge of racialized planning history and impact
      • Working knowledge of comprehensive local, national, and global equitable development practices
      • Experience leading real estate transactions and asset management planning
      • Managed a large budget or grant/award program, and worked with capital and federal funding programs for deeper fund coordination
      • Multi-sector fund strategy development and execution success
      • Strong listening, written, verbal, and visual communication skills with a sensitivity to access

      A successful applicant will have experience that reflects a commitment to equitable development. This experience should be complemented by demonstrated ability in most of the following areas:

      • A working knowledge of real estate, finance, community planning, and workforce development
      • Experience operationalizing trust-based philanthropy and grant making processes
      • Experience in evaluation and impact tracking, assessing efficiency, gaps, programmatic successes, and implementing equitable development sector best practices
      • Experience with trauma-informed management and engagement practices
      • Administrative, budget, work planning, and workload management skills
      • Building authentic critical internal and external relationships

      Since November 1, 2022, City employees have been working a hybrid schedule working at least two days a week in the office.

      This job is classified as a Manager 3, General Government and the salary range is $52.36 – 78.53; for OPCD internal equity our target salary is $66.62-$72.00.
