      Strategic Performance and Innovation (SPI) is the operational and analytical arm within the Office of Citywide Procurement responsible for information systems management, project management, program administration, and budgetary responsibilities, and is the center of innovation working to improve performance, increase efficiency, and realize productivity gains while aligning with citywide strategic goals, overall agency responsibilities, and policy initiatives.

      DCAS seeks an Executive Director of SPI to manage data analytics, project management, help desk, and program oversight functions within OCP. Manages contract administration, including monitoring contractor performance, task order and change order processes, and liaises with the Mayor's Office of Contract Services (MOCS) and the Comptroller's Office on procurement issues on behalf of the agency.

      Executive Director of SPI’s duties include, but are not limited to the following:

      - Provide strategic leadership for citywide procurement initiatives aligned with Mayoral priorities and the mission of the Office of Citywide Procurement (OCP).
      - Oversee teams responsible for data analytics, project management, help desk services, and program operations within OCP.
      - Lead procurement strategies, sourcing, contract negotiations, and supplier management to promote value, efficiency, and transparency.
      - Align data and analytics initiatives with organizational goals, translating insights into actionable improvements.
      - Ensure compliance with all relevant regulations, including Local Law data reporting and procurement standards.
      - Develop and monitor key performance indicators (KPIs) and dashboards to evaluate procurement performance across the city.
      - Promote data integrity, quality, and security across procurement platforms and systems.
      - Identify opportunities for cost savings, operational improvement, and equitable access to procurement opportunities through data-driven analysis.
      - Guide the development and implementation of inclusive procurement policies and procedures in alignment with applicable rules (e.g., PPB).
      - Lead modernization efforts of legacy procurement systems, ensuring accessibility, user-focused design, and seamless migration to centralized platforms (e.g., PASSPort).
      - Oversee procurement systems and tools, resolving issues and supporting integration across platforms such as PASSPort, Direct Order, WMS, and BQA.
      - Supervise help desk operations to ensure timely, respectful, and effective support for citywide procurement system users.
      - Coordinate training and change management efforts to support users of all backgrounds in adopting new procurement systems and practices.
      - Collaborate with internal and external stakeholders to support system rollouts, policy updates, and interagency coordination.
      - Direct the development of innovative procurement tools (e.g., Fuel Pricing System) that reflect user needs and promote operational efficiency.
      - Conduct business and process analysis to translate operational needs into technical specifications and system enhancements.
      - Prepare and maintain accessible process documentation, user guidance, and system requirements.
      - Lead and participate in meetings that promote inclusive dialogue, track action items, and support continuous improvement.
      - Manage citywide programs including the P-Card, Travel Card, and Print Smart Program, ensuring equitable access, compliance, and financial stewardship.
      - Supervise operations and budgeting of the DCAS Central Storehouse, promoting efficiency, cost-effectiveness, and environmental sustainability.
      - Collaborate with diverse teams and decision-makers to align goals, share insights, and support inclusive and effective procurement operations.
      - Champion equity, integrity, and transparency in all procurement processes and leadership activities.
      - Perform other related duties in alignment with the goals and values of the agency.

      Qualifications

      1. A baccalaureate degree from an accredited college or university and five years of full-time paid experience acquired within the last fifteen years, of supervisory or administrative experience including handling of business promotion or urban economic problems, at least 2 years of which must have been in a managerial or executive capacity with primary focus on business promotion or urban economic planning; or

      2. A satisfactory equivalent combination of education and experience. However all candidates must have 2 years of managerial or executive experience as described in "1" above.

      Appropriate graduate study in an accredited college or university may be substituted for the general experience on a year-for-year basis. All candidates must have a four-year high school diploma or its equivalent approved by a State's Department of Education or a recognized accrediting organization.
