      Position overview:

      The Department of Healthcare and Family Services, Office of Procurement Management, is seeking a motivated and energetic professional to plan and direct the Unit 4 Procurement Review Program for designated administrative bureaus. This vital role requires a candidate with exceptional communication, organizational, and time management skills to ensure the seamless procurement of goods and services.

      Essential Functions

      • Plans, directs, and evaluates the Unit 3 Procurement Review program for assigned administrative bureaus
      • Implements the Procurement Code and Agency policy for procuring goods and services
      • Assists in planning and developing the Procurement program as it relates to assigned administrative bureaus
      • Reviews and evaluates the application of program rules, procedures, assessment tools, and forms
      • Assists in long range planning to enhance the program’s efficiency and effectiveness based on analysis and evaluation of present procedural processes
      • Confers with professional and clerical staff
      • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above

      Minimum Qualifications

      • Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with course work in public or business administration
      • Requires one year of responsible administrative experience in a public or business organization or completion of an agency approved professional management training program

      Specialized Skills

      Of the one year of experience noted above:
      • Requires one year of procurement experience in a state agency or public or private organization

      Preferred Qualifications

      • One (1) year of procurement experience in a state agency or public or private organization
      • One (1) year of professional experience negotiating, drafting or analyzing procurement contracts and grants
      • One (1) year of professional experience developing invitations for bid, requests for proposal and requests for information for contracts
      • One (1) year of professional experience implementing procurement policies and procedures
      • One (1) year of professional experience working with a Business Enterprise Program (BEP)
      • One (1) year of professional experience working with procurement systems such as BidBuy, System Application Program (SAP), B2G or comparable software
      • One (1) year of professional experience developing cost reduction targets for agency procurements

      Conditions of Employment

      • Requires the ability to pass a background check
      • Requires the ability to utilize and maintain state issued equipment such as a laptop
