In accordance with R.S. 42:1701, if you are nominated for this position, you will be required to undergo a criminal background check prior to commencement of employment with the Louisiana Military Department. Monitors all Logistical activities including property control and accountability of all moveable state property supporting the infrastructure of the Louisiana National Guard, GWLC at Carville, Louisiana. Monitors all Janitorial support for the GWLC and its tenants. Ensures provisions are made for Soldiers, Airman and civilians when lodging or conference meeting support is needed. Responsible for establishing and implementing departmental policies, standard Operational Procedures (SOPs), goals, objectives and procedures in accordance with the Installation Commander’s guidance and LANG. Serves as the Anti-terrorism (AT) Officer for the Post. Ensures that AT plans, training, and exercises are developed and executed in accordance with AT standards prescribed in DA and higher headquarters directives. Reviews and updates critical assets as AT environment changes. Provides guidance to subordinate supervisors based on thorough knowledge of AT and physical security standards while maintaining individual certification required as an AT Level II Officer. Serves as the Post Emergency Preparedness Officer. Supervises the planning, organizing, directing, and controlling, of the preparedness of the GWLC for all emergencies. Serves as Coordinator for professional, technical and administrative matters of policy and coordination for a wide diversity of functions including long-range and annual work planning, the establishment of annual programs and the review/evaluation of said programs within the GWLC Office of Emergency Preparedness. Maintains close contact with Post supervisors, individual unit AGR personnel and other key civilian personnel as necessary to assist in coordinating actions between organization elements. Consults with Installation Commander on essential personnel during a post emergency. Serves as Post fiscal and property officer, providing guidance in carrying out Emergency Service operations. Participates in reassessment of program requirements and determination of priorities within revised funding resources several times annually due to fluctuations in funding from higher headquarters, with minimum loss of quantity and quality of work. Serves as one of the professional consultants on Emergency Service matters, attends policy, community relations and planning conferences and meetings to advise and consult on problems, current and projected. Defines local plans, policies and procedures and provides guidance and evaluation on tenant and satellite activities regarding such issues as: emergency dispatching, access control, records keeping, administration, physical security, court liaison, contract officer representatives and technical representatives. Initiates and coordinates actions pertaining to the administration, operation and logistical support of the directorate. Formulates and promulgates staff operating policies for natural disasters and administrative aspects of installation emergency service functions and makes sure that these policies are properly executed with the assistance of the staff elements. Makes recommendations on proposed functional and organizational changes, ensuring efficient and economical position management. Serves as Physical Security Officer. Conducts annual installation/facility risk assessment and physical security survey. Conducts assessments of AA&E facility storage. Ensure “Restricted Area” warning signs are posted on the exterior wall of AA&E storage rooms. Briefs installation commander on results of inspections, assessments and surveys. Provides installation commander with all inspections, assessments and survey reports. Assists the Installation Commander in the correction deficiencies. Serves on the LMD Energy Management work group (Tiger Team). Serves as the Energy Conservation Officer. Prepares, revises, and disseminates instructions and guidance on conservation measures to GWLC activities. Monitors mobile fuel consumption and energy consumption by GWLC organizations and activities. Coordinates with Facility Engineer on building repairs and modifications needed to conserve utility energy. Ensures that energy conservation compliance inspections are performed and reported by commands. Advise the Installation Commander concerning energy conservation trends and the effectiveness of the Energy Conservation Program. Encourage conservation interest, concern, and practice by all personnel throughout the command by distributing and posting energy conservation material. With regards to the supervision of the Environmental Compliance Officer, the Facility Coordinator must be familiar with United States Environmental Protection Agency and local environmental regulations. Monitors installation audits and site inspections to assure compliance with state and federal environmental laws, regulations and standards and conformance with policies, guidelines, and procedures. Monitors the education and training of employees on regulations and ECO practices to include contractors. Assists in the development of plans, permits and procedures for air quality, hazardous waste, spill prevention, and wastewater. Ensures proper storage, documentation, reporting and disposal of all hazardous and industrial waste materials. Monitors the reporting of potable water samples. Reviews environmental and safety violations and ensures that violations corrections are implemented. Review accessibility and ordering within the Post Exchange of all military items as needed by soldiers. Ensures Exchange/MWR is prepared to pass yearly internal audit by LMD. Ensures energy conservation measures are being implemented within in Exchange/MWR facilities. Ensures accountability of all Exchange/MWR equipment. Attends meetings, communicates and coordinates with Federal, State and City Officials and Civic Organizations for the purpose of obtaining public services, planning for future needs, discussing community problems, or developing plans that affect Installation operations, and the community. Perform other duties as assigned.
POSITION QUALIFICATIONS :
Ability to work independently with general guidance to meet objectives. Comprehensive knowledge of laws, regulations and policies which affect personnel professional development, assignments, morale, welfare, discipline, performance, awards and recognition. Knowledge of the mission, organization and work processes of both the Louisiana National Guard and the Louisiana State Military Department and their relationship. Board understanding of planning, programming and master planning concepts and procedures. Knowledge of the state facility inventory sufficient to complete planning and programming responsibilities and influence decision to the most efficient, economic and safe approach possible.
GENERAL : Must have a valid Driver’s License, Social Security Card and Birth Certificate. Must qualify to obtain a Department of Defense Common Access Card (CAC) Card. Periodic travel may be required. Must be available to report to duty during emergency or disaster situations. Must have the ability to work and communicate effectively with agency personnel, peers, superiors, subordinates and the public.
OTHER REQUIREMENTS : Must meet physical requirements to perform functions of the position. Must attend/complete all LMD annual training and other training required for the position. Must adhere to the Code of Ethics and foster a Sexual Harassment-Free Environment.
