      We are currently seeking a seasoned and experienced General Manager with a background in light rail transit system operations and maintenance to manage Rideau Transit Maintenance, a general partnership company.

      Overall position responsibility includes maintenance and rehabilitation services of Stage 1 of the new light rail transit system and project start up and delivery of Stage 2 which is currently under construction in Ottawa Ontario, scheduled to begin service in 2024 (the Confederation Line).

      Reporting to an Executive Committee, the General Manager is responsible for the day to day management and oversight of all maintenance and rehabilitation of rolling stock, infrastructure, and systems under a 30 year maintenance contract.

      Position responsibilities include:

      A commitment to safety and safety leadership in a challenging environment. Oversight and management of all activities associated with pre-revenue service mobilization ensuring on time, on budget, operational readiness. Post revenue service start through the contract term, the delivery of maintenance and rehabilitation services, the operation of Belfast Yard and full compliance with contractual and corporate obligations.

      Key success factors of this position include:

      The safe and efficient delivery of all maintenance and rehabilitation services while achieving a consistent high level of system availability, reliability and performance. Building and maintaining a positive relationship with the RTM team, clients, subcontractors and suppliers. Effectively planning and managing both the operational and the financial performance of the business. Leadership that delivers a high degree of employee engagement, a strong safety culture and ethical behavior. The successful candidate will need to be a capable, innovative and enthusiastic leader, technically competent, skilled in the management of employees and subcontractors, and who can manage and deliver on the requirements of a critical contract involving multiple stakeholders.

      Key Responsibilities include:

      • Day to day management, oversight and leadership of Rideau Transit Maintenance ensuring operational readiness and ongoing compliance with contractual obligations through the contract term.
      • Develop, review, approve and execute plans, directives and procedures that ensure contractual compliance, regulatory compliance, high levels of system availability and optimized asset lifecycle costs, business governance, and absolute safety.
      • Build and manage a positive relationship with the RTM team, internal and external customers and clients, promoting and driving a positive work environment.
      • Oversight and management of critical maintenance subcontracts and suppliers, an IT systems including a computerized maintenance management and information reporting system, maintenance machinery, spare parts, and consumables.
      • Report to and take direction from an Executive Committee made up of representatives of the partner companies.
      • Conduct routine business performance review meetings with the management team to review the performance of the business, implement measure to address issues as necessary, identify potential risks and or opportunities for improvement, review production plans against target, review safety performance and take appropriate actions as necessary.
      • Drive the execution of key strategies and goals as adopted by the RTM Executive Committee.
      • Develop, monitor and manage a comprehensive suite of Key Performance Indicators, specific to each key element of the service that ensures a concise understanding of how each function is performing against target, improvement opportunities, areas to focus on and benefits to the business.

      Qualifications:

      • Bachelor’s Degree in an Engineering discipline or equivalent industry experience.
      • Exceptional leadership, interpersonal, customer service and team building attributes.
      • At least 10 years of senior management operational business experience in an industrial maintenance environment, preferably a closed loop rail system.
      • Experience managing and interpreting large complex contract documents is essential.
      • A high level of technical competency, particularly related to transit infrastructure, rolling stock and systems.
      • Skilled negotiator with excellent interpersonal skills.
      • Demonstrated ability to communicate effectively both orally and in writing.
      • Familiarity with regulatory environments, labour standards, and occupational health and safety requirements.
      • Mid to advanced level of expertise with MS Office, Project & Outlook with an ability to quickly learn additional software as required.
      • Must be capable of preparing and presenting business plans, reports, etc at a Board level.
      • A willingness to devote the time and energy that is required to successfully lead a critical organization in a high profile P3 project environment in the nation’s capital.
