Job summary
This is an exciting opportunity to join Sandwell's new Health Determinants Research Collaboration (HDRC) Better Research for Better Health. Sandwell HDRC is a partnership between Sandwell MBC, the University of Birmingham, and the local voluntary & community sector. Our HDRC vision is to undertake evidence-informed, robustly evaluated activities that reflect the needs and values of our diverse local communities. As the HDRC Programme Manager, you will:
Develop a detailed delivery plan for the Sandwell HDRC Programme and workstreams, working closely with the HDRC Director and strategic leads across partner organisations
Oversee management and monitoring of the four HDRC workstreams, co-ordinating specialist input from internal and external partners
Work with senior leads within Public Health and the wider Council to align HDRC activity with core business, and embed research culture and infrastructure across Directorates
Strengthen and build on existing partnerships across sectors, and with academic institutions, to develop systems for research collaboration and governance, and translation of evidence into practice.
Main duties of the job
The successful candidate will have:
A higher degree level qualification in life or social sciences, or equivalent relevant experience
Five of more years of management experience including: project management, budget management, people management, performance management
Knowledge of public sector policy, health-related research methods and translation of evidence into practice
Experience of managing multiple, complex projects working with several different agencies
Excellent communication, report writing and presentation skills for a wide range of audiences

The National Institute for Health Research (NIHR) is providing up to £5 million of funding to a number of local authorities to establish Health Determinants Research Collaborations (HDRCs) in their local areas. HDRCs aim to boost research capacity and capability within local government to embed a culture of always using evidence when making decisions. HDRCs use research findings to understand how decisions impact on health and health inequalities. They also carry out research where evidence isnt already available.
The Sandwell HDRC Better Research for Better Health is a partnership between SMBC, the University of Birmingham, and the voluntary & community sector. Our HDRC vision is to undertake evidence-informed, robustly evaluated activities that reflect the needs and values of our diverse local communities. The Sandwell HDRC will align with a borough-wide Levelling Up Programme to improve the wider determinants of health.
The HDRC aims to transform SMBCs research culture and infrastructure to:
Make the best use of empirical evidence to inform decision-making and investment
Robustly evaluate services to ensure quality, effectiveness and cost-effectiveness
Facilitate research activity with partner organisations and local residents
Effectively disseminate research outputs for wider influence
This will be achieved by:
Strengthening research and development capacity, resources and infrastructure
Embedding a strong research culture for evidence-informed decision-making
Developing robust systems and partnerships for cultural and knowledge exchange
Creating a community-led research culture
As the HDRC Programme Manager, you will work closely with HDRC Strategic Leads within SMBC and partner organisations, and Project Managers and Senior Leads across the four HDRC workstreams, to develop a detailed delivery plan, monitor progress, and maintain the risk register across the whole programme. You will be supported by a Programme Co-ordinator whose role will focus on co-ordinating and developing the HDRC Board, Steering Group and Independent Oversight Group, and facilitating partner and stakeholder engagement both internally and externally.
The HDRC will be a pan-Council unit based within the Public Health team, linking with the Research &
Intelligence function. You will work with the Principle Research & Intelligence Specialist and other senior leads within Public Health and the wider Council to align HDRC activity with core business, and embed research culture and infrastructure across Directorates. This will include strengthening and building on existing partnerships across sectors, and with academic institutions, to develop systems for research collaboration and governance, and translation of evidence into practice. Links to local and regional intelligence and research networks, and with higher education and specialty training, will help to develop sustainable capacity for public health research to improve the wider determinants of health and wellbeing.
