      Summary

      The Health System Specialist (HSS) serves at the VISN level to provide expertise in all matters concerning credentialing and privileging (C&P) for all VA Medical Centers (VAMC) within the VISN. The HSS collaboratively works with the VISN Chief Medical Officer, VA Medical Center C&P Specialists, Program Managers, and VAMC leadership as well as national program experts in the Veterans Health Administration Medical Staff Affairs, program office to ensure C&P program compliance.

      Major Duties:
      • Serves as the VISN's expert on the C&P program
      • VISN subject matter expert(SME) on the following topics, including but not limited to:


      1. Credentialing of licensed independent practitioner (LIP) and non-LIPs
      2. Privileging and privileging related matters including focused and ongoing professional practice
      3. Adverse privileging actions
      4. Reporting to National Practitioner Data Bank (NPDB)
      5. Reporting to State Licensing Boards (SLB)


      • Serves as a primary contact/liaison for the VHA Medical Staff Affairs Program Office related to VISN level questions, concerns, and guidance related to facility level credentialing and privileging programs
      • Provide SME guidance to VISN and facility level leadership of all levels related to credentialing, privileging, adverse privileging actions, NPDB reporting, and SLB reporting
      • Ongoing monitoring and auditing of facility level C&P programs within the VISN utilizing VetPro reports, mandatory auditing and reporting tools, interviews, and on-site audits
      • Demonstrates expertise in utilization of the VetPro credentialing system including knowledge of the credentialing and privileging process, documentation of primary source verifications, how to audit credentialing files and reporting functions
      • Reporting results from monitors and audits to VISN leadership through VISN level committees ( e.g. Quality, Safety and Value Committee, Healthcare Delivery Committee) outlining best practices, system improvements, areas requiring improvement, action plans for corrections, and identified trends in findings from ongoing monitoring
      • Provide education and training
      • Complete educational audits to ensure compliance with mandatory training requirements related to but not limited to credentialing, privileging, reporting to NPDB rand SLBs
      • Assess, monitor, and provide follow up for issue briefs concerning C&P issues from VISNs VA Medical Centers
      • Performs on-site routine and "for-cause" program assessments of all aspects of facility level credentialing and privileging programs in behalf of the VISN CMO
      • Lead as the VISN SME for external and/or internal regulatory and accrediting organizations, internal VHA auditors, and external auditors investigating issues surrounding credentialing, privileging, privileging actions, and/or reporting to NPDB or SLBs
      • Prepares and deploys action plans for corrective action related to the findings and monitors to ensure corrections have been made
      • Ensures VISN employees requiring credentialing have current and accurate credentialing files throughout their employment
      • Partnering with the VHA Medical Staff Affairs program office to ensure programmatic requirements, appropriate training and program evaluations occur at each of the medical centers within the VISN
      • Independently investigates extremely complex issues, analyze problems, and present both written and oral recommendations to leaders taking into full consideration the wide range of factors and requirements which affect the C&P programs at VISN VA Medical Centers
      • Performs other C&P program related duties as assigned.

      Work Schedule: Monday thru Friday, tour of duty hours negotiable with supervisor.

      Remote: The selected candidate is required to work within a reasonable commuting distance from one of the VISN 10 medical facilities located in Ohio, Indiana, or Michigan.

      Qualifications

      To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/09/2024.

      Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide additional SF-50's that clearly demonstrates one-year time-in-grade.

      You may qualify based on your experience and/or education as described below:

      Individual Occupational Requirements for the Health System Specialist

      1. Undergraduate and Graduate Education. Major study hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

      OR,

      2. Specialized Experience (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
      • Missions, organizations, programs, and requirements of health care delivery systems;
      • Regulations and standards of various regulatory and credentialing groups; and
      • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

      Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

      Specialized Experience

      Requirements for Health System Specialist GS-12:

      Applicants must have at least (1) one full year of specialized experience equivalent to at least the next lower grade level (GS-11) in Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes:
      • Expert knowledge of VetPro policies, including but not limited to: VetPro Data Integrity, facility level access control, mandatory annual VetPro security and confidentiality training, and mandatory annual privacy act training
      • Expert knowledge and experience of requirements for credentialing and Privileging (C&P) programs such as: pertinent laws, regulations, policies and precedents (i.e. VHA Handbooks, Directives, regulatory practices by the Office of Inspector (OIG), and The Joint Commission (TJC) accreditation standards and guidelines)
      • Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of the C&P operations
      • Work independently to investigate complex issues, analyze problems, and present both written and oral recommendations
      • Experience communicating complex and highly technical information to diverse leadership groups at the VHACO,VISN, and VAMC levels
      • Experience interviewing stakeholders to identify project and program expectations and objectives of improvement efforts related to the C&P program and improvement projects
      • Experience with planning organizing and directing team study work
      • Experience with medical terminology, medical specialties and core privileges and procedures to assure competence/appropriateness of credentials and privileging requested

      Preferred Experience:

      • At least 3 years of Credentialing experience
      • Leading site visits
      • Working with Chief of Staff
      • Contracting Officer Representative certification
      • Must have at least 2 years of Facility Credentialing Manager experience
      • Must have Joint Commission Knowledge of Medical Staff chapter standards

      Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.       Physical Requirements: The work is mostly sedentary. Occasionally, light physical effort may be required, such as the involved with walking, stair climbing, and carrying of light office items.

HPTs may be paid or unpaid and include residents, interns, fellows and students. HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.
