      The San Diego Housing Commission (SDHC) seeks a Program Manager to plan, manage, oversee, and participate in the development, implementation, and administration of the City of San Diego Eviction Notice Registry to support the amended Tenant Protection Ordinance. The San Diego City Council approved a Tenant Protection Ordinance to promote stability in the San Diego rental housing market and limit adverse impacts on tenants displaced and forced to find replacement housing in the expensive and limited San Diego housing market. Subject to applicable law, the regulations will protect the rights of tenants by requiring just cause for termination of tenancies consistent with California Civil Code Section 1946.2, limit the grounds for termination of a tenancy, require greater tenant relocation assistance in specified circumstances, and provide additional tenant protections. The Eviction Notice Registry (ENR) will collect and maintain eviction notices submitted by landlords throughout the City of San Diego.

      SDHC is seeking a Program Manager to be involved in the development and administration of an (ENR) portal, responsible to supervise staff, generate reports for the City, and provide general customer service. .

      The Program Manager will manage all activities of the ENR including assist with the development and implementation of the ENR portal and recommendations for operational, policy and procedural improvements; executes database planning, management and design; coordinate assigned activities with other Commission departments, outside agencies, City Council, and the public. In addition, the Program Manager will supervise staff, monitor activities and performance of the work unit; respond to public records requests; recommend improvements and modifications; prepare various reports on ENR data; respond to escalated questions, concerns, complaints, and issues; develop and implements goals, objectives, policies, procedures, work standards, administer control systems for the duties in which assigned, and perform other duties as assigned.

      The ideal candidate will possess the equivalent to graduation from an accredited four-year college and five (5) years of management experience, including two (2) years of supervisory experience. Experience in overseeing affordable housing programs is highly preferred.
