- Serves as the subject matter expert, interprets and administers leave programs in accordance with the applicable district policies and federal and state employment laws (FMLA, ADA, USERRA, Pregnancy Discrimination Act, etc.).
- Assess and stay abreast of applicable leave laws and regulatory changes and provide recommendations for policy and process modifications.
- Approves and/or denies leave cases based on relevant medical information.
- Coordinates, organizes, and tracks all medical information and ensures that HIPAA and Employee Privacy guidelines are closely monitored and effectively executed.
- Works closely with employees to ensure that all medical documentation is submitted timely for review.
- Maintains appropriate contact with all employees on leave and coordinates all aspects of return-to-work requirements.
- Develop and analyze periodic reports and make recommendations to improve leave practices in alignment with federal, state, and local regulations, and board policies.
- Provides necessary employee leave information for recurring payroll periods.
- Establish credibility throughout the organization with administration and staff by utilizing effective listening and consultations skills to assist in resolution and problem solving around the areas of leaves of absence and accommodations.
- Manage and effectively utilize the school district’s record keeping, timekeeping, and absence reporting systems to ensure accuracy in employee records.
- Provide guidance to all district administrators and supervisors and assist in the implementation of the district’s leave and absence procedures for all staff, including recommendations for warning status, non-renewals, and terminations.
- Maintain detailed and accurate records and files for all employees in the areas of leave, accruals, and accommodations.
- Provide in-service or virtual training on information relevant to leave and absence issues to district staff.
- Performs other duties as assigned.
- Bachelor’s Degree in related area or equivalent work experience in Human Resource.
- Two years of prior human resource experience or lead/subject matter expert within human resource or related organizations.
- Effective oral and written skills, including mathematical computations.
- Strong customer/client focus.
- Demonstrates strong ethical conduct and personal credibility to represent the school district.
- Demonstrated leadership and strong communication skills.
- Demonstrated ability to utilize sound judgment and formulate appropriate responses to a wide variety of problems and situations.
- Strong skills in planning, organizing, executing and evaluating activities.
- Ability to utilize a wide variety of computer programs, including Excel.
- Capable of maintaining confidentiality.
- Working knowledge of KCK School District, preferred.

The Kansas City, Kansas Public Schools (KCKPS) is a nationally recognized urban school district that serves approximately 23,000 students. With a Head Start program, 10 preschools, 28 elementary schools, 7 middle schools, 5 college and career academies/high schools, and 4 alternative school programs, the district serves a wonderfully diverse mixture of students. JOB GOAL: To support district personnel at all levels of the organization to support the overall District vision, mission and values. HR Leave Manager serves as a point-of-contact for assigned HR functional areas and is a subject matter expert for the various approved leave/absence policies to support all employees within Kansas City, Kansas Public Schools.

COMMUNICATION / ORGANIZATION: Maintains communication with school personnel, and the community to enhance cooperative action which will meet the educational needs of students. Utilizes existing technology effectively in the performance of duties.
REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
LANGUAGE SKILLS: Ability to read and analyze pertinent laws, codes, policies, and/or regulations relevant to personnel processes. Ability to write reports, correspondence and protocols. Ability to effectively present information and respond to questions from groups of administrators, staff and the general public. Ability is also required to work with a significant diversity of individuals and/or groups.
