      Office of Management and Finance:
      The Office of Management and Finance (OMF) oversees the agency’s fiscal operations, budgeting, procurement and contracts, human resources, and other key administrative functions. We provide the internal support and oversight needed to ensure efficient, accountable, and transparent agency operations. OMF does not deliver direct services to the public.

      Position Information:
      This position may be filled as either a Probational or a Job Appointment (open to all qualified applicants); a Promotion (open to all statewide classified and agency-wide permanent status employees); or by Detail to Special Duty. Current permanent status, classified employees may be required to accept a Probational appointment if selected. If filled as a Job Appointment, there is a possibility that this position may be converted to a Probational Appointment should funding become available.

      This position participates in a Career Progression Group (CPG). It may be filled as a Human Resources Analyst A, B, C, or Specialist, at which the vacancy is filled and will be determined by the qualifications of the candidate selected.

      Three years of human resources experience; OR

      Six years of full-time experience in any field; OR

      A bachelor’s degree.

      EXPERIENCE SUBSTITUTION:
      Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

      This position is located in the Louisiana Workforce Commission HR Office, works under the direct supervision of the HR Supervisor, and serves as a Payroll/Entry/Audit and OGB Consultant. This position works closely with other HR Analysts, Supervisors, and Managers. In-depth knowledge of LaGov HCM and the LA Careers/NeoGov system is required. A working knowledge of State Civil Service (SCS) Rules and LWC policies is also required. Technical assistance, guidance, and advice are provided to all Appointing Authorities and other LWC management and staff.

      PAYROLL ADMINISTRATION
      Coordinates all Payroll actions for the agency. Provides guidance and training for LWC's timekeepers. Contributes to the recoupment of overpayments. Audits the payroll calculations and corrections by generating and reviewing LaGov HCM reports.

      OGB Health & Supplemental
      May perform duties as the retirement backup and may perform transferrable duties in the absence of Acts as liaison between the agency, employees, retirees, and OGB.

      OTHER DUTIES AS ASSIGNED
      Works on special projects related to Payroll as assigned, including implementation of online leave, FEMA reimbursements, specialized reports, etc. Works with HR Supervisor and HR Director in the development or revision of policies related to program areas.
