- Prepare paperwork to fill vacant State and State Special Pay positions within the Department.
- Forward paperwork in a timely manner for review and approval of supervisor and/or Department head through the appropriate chain of command.
- Oversee the timely processing of State payroll, leave and benefits administration. Runs payroll reports to ensure timecards are entered and submitted accurately.
- Assist with the distribution of health benefits and retirement information during open enrollment season and new employees’ orientation.
- Maintain access to State Personnel System (Workday) ensuring all personnel actions are accurately entered for each designated pay period. Process requests for Leave of Absence and retirement paperwork in addition to performance.
- Create and/or revise Health Department workflows pertaining to all state processing on a monthly, quarterly and/or fiscal basis.
- Partner with Health Department Human Resources Liaisons on New Hire onboarding for State and State Special Pay employees on a biweekly and monthly basis.
- Provide guidance and information consistent with applicable laws, procedures, and practices by utilizing knowledge of related principles and State procedures (COMAR).
- Collaborate with divisional managers to ensure AWA/AWS paperwork is accurate.
- Review and edit AWA/AWS paperwork which includes validating information, signatures, times, and equipment information noted on the agreement and checklist.
- Ensure that each employee participating in the AWA/AWS program has a completed training certificate in their packet upon enrollment and new certificate every fiscal year.
- Maintain AWA HR email box, ensuring all submissions are responded to in a timely manner and saved in the sub folder for reference.
- Process requests for AWA/AWS schedules in a timely manner.
- Assist in facilitating the AWA/AWS training for the agency on a quarterly and semiannual basis as well as virtual meetings for temporary contractors on a monthly and/or as needed basis.
- Create and provide resources for all meetings. Establish a consistent method of communication to ensure the AWA/AWS schedules and submittals are tracked and the monthly documentation is provided to OHRM. Compile all data pertaining to the Health Department AWA/AWS submissions, schedules, and approval and/or denial packages.
- Provide monthly, quarterly, and fiscal year data to supervisor.
- Partner with Human Resources team to provide data pertaining to the program.
- Processes and enters all Employee Actions into SAP and/or Workday which includes hires, separations, anniversary increases, promotions, demotions, reallocations, address changes, transfers and status changes and other employee actions. Ensures that all personnel actions are accurately entered into SAP and/or Workday for each designated pay period.
- Assists in the training of personnel in the correct manner for processing actions in Workday, SAP, Kronos, NEOGOV and other applicable automated systems.
- Ensures that personal as well as staff work products meet professional standards, legal requirements, administrative guidelines, and other established criteria. Maintains access in Workday, NEOGOV, SAP, etc.
- Enters requisitions to fill positions and closes out requisitions of positions that are no longer being filled or are being reposted in Workday and/or NEOGOV.
- Ensures all Position Request Forms (PRFs) are correctly prepared and processed within proper time frame in accordance with administrative procedures.
- Leads, trains, and mentors human resource personnel and hiring managers on the talent acquisition process. Provide training for hiring managers to ensure they are knowledgeable with the talent acquisition process and on how to access applicant information, interview techniques and processes and process . Identifies and participates in training sessions designed to enhance and maintain professional knowledge, skills, and abilities.
- Develops and coordinates talent acquisition outreach projects and programs in alignment with the organizational need for current and future vacancies within the Department for all positions (Merit, LTGF, STATE and SSP.)
- All related tasks and duties are performed willingly and cooperatively within time frame established for each task.
- Maintain all processing while adhering to the established guidelines.
- Bachelor's degree from an accredited college or university in the Human Resources/Personnel Management, Organizational Development, Business/Public Management, Psychology, or closely related field; plus/and
- Two (2) years of professional level human resources experience; or an equivalent combination of relevant education and experience.
An equivalent combination of relevant education and experience will be considered. - Knowledge of Microsoft Office, SharePoint, Adobe, Peoplesoft, SAP, NEOGOV and LinkedIn
- Experience processing recruitment efforts and Human Resource personnel processing in Workday
- Experience in Talent and Recruitment efforts
- Experience in preparing and analyzing data analytics
- Experience leading and executing new hire orientations and youth and enrichment programs
- Meet all training and performance standards and demonstrate proficiency as required by the agency.
- Wear and use agency protective apparel and equipment in the performance of their assigned duties, if applicable.
- May be required to successfully pass preemployment checks which may include reference checks, background investigations, and drug screenings, where applicable.
- Essential employees are expected to report during standard or non-standard hours as operations necessitate, or during emergencies. Essential employees are expected to report or remain at work when other County employees are granted Administrative Leave.
- Knowledge of the personnel principles and practices appropriate to the field of assignment.
- Ability to prepare and present recommendations, narrative reports, and related personnel work products that are reflective of the respective divisional missions, goals and objectives.
- Ability to establish and maintain effective working relationships with County department heads, employees, other officials, the general public, and associates.
- Ability to rapidly acquire knowledge of County and Departmental/Agency policies and procedures.
- Ability to prepare records and reports and handle confidential information with discretion.
- Ability to communicate effectively, both orally and in writing. Ability to attend meetings or perform other assignments at locations outside the office, if necessary.

The Prince George’s County Department is currently seeking qualified applicants to fill a Human Resources Analyst III , grade G21, in the Office of Human Resources.
About the Position
This is senior level professional staff and administrative work in a personnel program area such as classification and compensation, recruitment and examination, training and career development, and/ Incumbents assist a Human Resources Manager or higher-level supervisor in the specific assigned personnel program areas. Position incumbents may lead and/or provide technical guidance to subordinate positions in conjunction with specified projects. Personal contacts include other staff members to exchange information, coordinate assignments, and resolve problems. Contacts are also made with upper management, supervisors, and employees in other County departments to obtain information or inform departments about personnel policies and procedures. Other contacts occur with representatives from agencies or organizations outside County government to conduct research, obtain guidance, provide information, and participate in recruitment events. Incumbents in this class occasionally counsel employees or job applicants, but direct service or assistance to the public is limited.
This is a full level professional and administrative position with work performed in the Office of Human Resources at the Health Department. Incumbent assists the division in the administration of typical personnel components. Work is characterized by Personnel Law interpretation and adherence to Personnel Law and Procedures. Work assignments are performed under the close supervision of the Assistant Human Resources Director. An incumbent in this class is responsible for developing and applying the knowledge, skills and abilities necessary for performing recurring assignments in a specific program area within the Office of Human Resources Management or assigned Department/Agency. Such positions work with a considerable degree of latitude for independent judgment, action, and initiative when expediting complex personnel work assignments and projects. Work is evaluated through conferences, completed reports, and projects by a Human Resources Manager or an equivalent supervisory position. Guidelines include previous studies, projects or precedent situations which the employee adapts in applying to new, but similar work situations. The complexity of the work is marked by duties that involve analyzing data or situations to determine an appropriate course of action within a well-defined and delineated area of concern.
