- Guides and manages the overall provision of HR services, policies and programs, including the following major areas:
- Recruiting and staffing;
- Team Member orientation, development and training;
- Team Member relations;
- Employment and compliance with regulatory concerns;
- Policy development and documentation;
- Team Member communications;
- Compensation and benefits administration;
- Uniforms and alterations;
- Team Member safety, welfare, wellness and health.
- Evaluates procedures and technology solutions to improve HR data management.
- Oversees Risk Management activities to include Drug Screening, Disability Management (LOA and Workers Comp) and insurance claims.
- Develops and manages annual budgets for the unit and performs periodic cost and productivity analyses.
- Establishes and implements short- and long-range departmental goals, objectives, policies and operating procedures.
- Acts as department liaison with Tribal Gaming Agency, Tribal Benefits Committee, TEDA Inc, and Tribal Entities.
- Consults and advises senior management on issues related to HR.
- Maintains attendance records, scheduling, evaluations and corrective action notices for those Team Members under direct supervision.
- Displays leadership in assisting and supporting staff.
- Performs other duties as assigned.
- Must be at least 21 years old.
- Must possess a high school diploma, G.E.D., or equivalent.
- Affiliation with a professional HR organization with certification (PHR, SPHR) is strongly preferred.
- Must possess a Bachelors degree in HR Management or related area AND a minimum of 3 to 5 years in a senior-level HR position, preferably in the gaming or hospitality industry, including supervisory/managerial responsibilities OR any combination of academic education, professional training, or work experience approved by Human Resources.
- Must possess and maintain a valid California driver license and a Black Oak Casino drivers permit.
- Must have a demonstrated track record of confidentiality, reliability, responsiveness and creativity.
- Must have a demonstrated record of accomplishment of providing excellent Guest Service.
- Must possess knowledge of all the HR areas such as recruiting, compensation, risk, Team Member relations, HRIS, benefits and career planning.
- Must possess a working knowledge of Resort policies and procedures and thorough knowledge of State, Federal and Tribal labor laws.
- Must have knowledge of and skill with, computerized information systems used in HR applications as well as with computer programs and applications.
- Must possess skill in the design, development and implementation of benefit programs.
- Must have strong communication, organizational, planning, time management and interpersonal skills.
- Must be able to analyze and assess training and development needs.
- Must be able to work under pressure, within tight time frames and manage several projects simultaneously.
- Must be able to participate in and facilitate group meetings.
- Must be able to analyze and interpret complex technical and legal documents and financial reports.
- Must be able to effectively present information to senior management.
- Must possess proven management and organizational skills.
- Must be able to define problems, collect data, establish facts and draw valid conclusions.
- Must be able to obtain a valid gaming license.
- Must be able to pass a mandatory drug test.
- Must provide evidence of employment eligibility in the U.S.
- Must be able to communicate proficiently in English.
- Must be physically able to perform all job requirements.
- Must be able to lift 25 pounds and occasionally more with assistance.
- Must be able to work in a non-smoke free environment.
- Must be able to work in a noisy environment.
- Must be able to work all shifts, weekends, holidays and special events.

SUMMARY: Directs the overall administration of Human Resources (HR) activities for Black Oak Casino Resort in alignment with the mission and objectives of the company and all applicable Tribal, Federal regulatory laws, ordinances, or rules governing employment. In addition, they provide Human Resource services to Black Oak Casino, as well as The Hotel at Black Oak Casino
