The City of Westerville, Ohio is seeking a proven human resource professional to serve as its newly designated Human Resources Director. This position will report directly to the Westerville City Manager and be a key member of the city’s senior professional leadership team. The successful candidate will join an enthusiastic team of management professionals who uphold the proud traditions of the City of Westerville while pursuing a new vision of innovation and excellence. The selected candidate will be a forward thinking, collaborative, customer-focused, innovative, and technically competent leader, who is enthusiastic about the human resources profession and committed to serving the personnel needs of the city’s workforce. This position will report directly to the City ManagerThe successful candidate will be capable of performing the following duties and responsibilities:
1. Strategic vision – The successful candidate will be responsible for the strategic success of the City’s human resources administrative operations. They will report directly to a City Manager who will empower them, trust them, and give them the flexibility to make bold and innovative decisions in
collaboration with the various departments they serve and assist.
2. Applications and Processes – The Human Resources Director will monitor and continuously improve all HR practices, policies and processes utilizing merit base performance measurements in assuring compliance with federal, state, county and municipal laws, regulations, and ordinances.
3. Best Practices – The incoming HR Director will embrace and promote an environment of
continuous improvement and will be well versed in industry best-practices and will strive to ensure
Westerville’s policies and practices are current and sound in their approach.
4. Collective Bargaining – 2024 will see the negotiation of the City’s three collective bargaining units. One of the three contracts should be completed by the time the incoming Human Resources Director is appointed. The second and third contracts will be under negotiation toward the end of 2024. It is anticipated that the new Director will assume a primary role in negotiating all such contracts.
5. Technology – The selected candidate will embrace and utilize technology and possess a professional working knowledge and familiarity with the various tools employed in municipal HR administration, including, but not limited to, software applications for payroll, benefit administration, compensation analysis, personnel records management, and management reporting.
6. Special projects and programs – The successful candidate will work with the City Manager and other department directors on numerous community programs and engagements as assigned.
7. Community Relations – The successful candidate will be a visible leader within the community and will endeavor to build upon and strengthen the outstanding relationships that currently exist among the staff, residents, businesses, Otterbein University, the Westerville City Schools, and various non-profit and civic organizations.
8. Change in Duties and Responsibilities – As deemed necessary, the City Manager may modify and/or assign other duties and responsibilities to the Human Resources Director for professional growth opportunities and/or for the benefit of the organization.1. Possession of a BA degree in human resource management, business administration, public administration, psychology, organizational development or other related fields. (Master’s degree in aforementioned disciplines is preferred but not required.)
2. Certification in Human Resources (e.g. SHRM-CP, SHRM-SCP) or Certified Labor Relations Professional (CLRP) is highly desired.
3. Three to five years of progressively responsible experience in human resources management, preferably in a municipal or government setting.
4. Extensive knowledge of employment laws, regulations, and best practices.
5. Ability to communicate effectively both verbally and in writing, proficient in public speaking.
6. Ability to make sound business decisions, work independently and exercise discretion.
7. Ability to collaborate with staff, the general public, and other governmental agencies.
