    • Serves as front line resource to managers and employees regarding employment procedures.
    • Assists with the development of job descriptions as needed.
    • Assists hiring managers and supervisors in the selection process including preliminary screening of applications.
    • Assists with development of interview questions and the scheduling of interviews
    • Responsible for managing the applicant tracking system to assist hiring managers and applicants in tracking applicants and job opening information and follow-up correspondence.
    • Conducts training sessions for management on applicant tracking system.
    • Responsible for posting positions on applicant system to include positions that are for regular, part-time and seasonal employment as well as college internships.
    • May attend college recruitment activities and community job fairs
    • Responsible for managing the advertising of vacancies and developing recruitment brochures on a need basis.
    • Responsible for conducting background checks and reference checks on selected applicants.
    • Schedules and monitors of results of pre-employment drug screens, pre-employment physical examinations, and other pre-employment requirements that may be needed for each position, etc.
    • Responsible for all correspondence with applicants.
    • Responsible for employee on-boarding processes to include new employee paperwork, new employee orientation and follow-up.
    • Organizes and conducts new employee orientation ensuring that new employees gain full understanding of policies, procedures, and benefits, etc.
    • May assist applicants with the on-line process of completing applications and applying for jobs.
    • Answers inquiries from the public regarding job vacancies.
    • Monitors, gather statistics, maintains, and reports on equal employment opportunity plan.
    • Gathers statistics and prepares EEO-4 report as required;
    • Ability to proactively assist the HR team, work productively alone on task/project and as part of a team.
    • Provides back-up support to various functions in HR as needed; and
    • Performs such other duties as may be assigned.

      SUMMARY OF POSITION:
      Under the general supervision of the Director of Human Resources, this position performs a full range of duties related to the employment function of the Human Resource Department. The Specialist serves as first point of contact for applicants and employees in regards to employment related questions. This position provides assistance, processes information, prepares reports and assists with events and special projects.

      REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

      Knowledge of: City policies and procedures; interviewing techniques; employment law; recruitment strategies; customer service and public relations practices; research, analysis and enforcement of personnel practices and procedures; program requirements and recruitment methods.

      Ability to: communicate effectively, both orally and in writing; be proficient with MS Word and Excel; analyze and generate ideas or solutions to problems; interact diplo­matically with the public; establish good working relationships; comprehend and apply the principles and techniques of personnel administration to the public sector.


      ACCEPTABLE EXPERIENCE AND TRAINING:

      Bachelor's degree in business or related field and one year of related experience;

      or H. S. Diploma and three years of related experience.

      CERTIFICATES AND LICENSES REQUIRED:

      Valid Texas driver's license.
