- Lead the development and implementation of inclusive HR programs, including affirmative action, equal employment opportunity, employment and civil rights law, career development, succession planning, internships, mentorships, and policies.
- Provide expert consultation on equity impacts of proposed policies and operational changes, ensuring alignment with the DAS Cultural Change Office and applicable laws.
- Partner with the Office of Equity and Multicultural Services (OEMS) and other internal and external partners to facilitate culturally responsive training, workforce initiatives, and inclusive dialogue.
- Guide and support ODHS divisions in embedding equity into service delivery, workforce strategies, and policy development through an equity framework.
- Evaluate and recommend agency-wide HR policies and program priorities that promote equitable access, reduce employment barriers for historically excluded communities, and foster a culture of belonging.
- Facilitate difficult conversations around program practice and HR operational policy development and consistent implementation or application.
- Partner and collaborate with other operational and strategic HR analysts.
- Facilitate and lead multi-agency and community partnerships to co-create strategies that ensure culturally relevant, trauma-informed, and inclusive HR operations.
- Represent HR in agency-wide planning, advising leadership on best practices in Diversity Equity Inclusion and Belonging (DEIB), and ensuring policies meet the evolving needs of DHS staff and those we serve.
- Strategic, Trauma-Informed and Policy-Minded Thinking – Analyzes complex issues and develops innovative, long-term solutions that align with ODHS and statewide equity and trauma-informed priorities.
- Cultural Humility and Responsiveness – Engages with cultural awareness and respect for diverse lived experiences, especially those from historically marginalized communities.
- Collaborative Communicator and Relationship Builder – Builds trust and effective partnerships with internal teams, government partners, and community organizations. Leads inclusive dialogue and facilitates sensitive conversations with professionalism and empathy to co-create equitable and inclusive outcomes across all levels of the organization.
- Equity-Centered Leadership and Legal Expertise – Demonstrates a deep understanding of systemic inequities and applies an intersectional equity framework to workforce policy and organizational change. Leverages current knowledge of Diversity, Equity, Inclusion, and Belonging (DEIB) best practices, affirmative action, equal opportunity, and workforce development strategies to foster legal compliance, innovation, and equitable outcomes.
- Analytical and Systems-Thinking – Uses data, evaluation, and systems analysis to identify disparities, track progress, and recommend policy or process improvements.
- Adaptability and Resilience – Navigates ambiguity and shifting priorities with flexibility, optimism, and a solutions-oriented mindset.
- Accountability and Results Orientation – Sets clear expectations, follows through, and delivers measurable results that advance workforce diversity, equity, and inclusion.

- Will require occasional work in Central Office and beyond normal working hours to meet short timelines and heavy workload.
- Work may include long periods of sitting and standing, and is performed with extensive use of a computer terminal and a telephone.
- Daytime, occasional weekend, and evening travel required to attend networking meetings, job fairs, community organizations, or association meetings around the State.
- Employee must have a valid driver’s license and an acceptable driving record. If not, the employee must be able to provide an alternate method of transportation.

Summary of Duties
As the Human Resources Inclusive Transformation Analyst, you will lead strategic initiatives to advance a qualified, diverse, and inclusive workforce reflective of Oregon’s communities. You will:
Minimum Qualifications
A Bachelor's Degree in Business or Public Administration, Human Resources, Behavioral or Social Sciences, Finance, Political Science, Juris Doctor (J.D.), or coursework in employment/civil rights law, demonstrating the capacity for the knowledge and skills; and five years of professional-level evaluative, analytical, and planning work.
OR;
Any combination of experience in Human Resources and/or analytical work and education equivalent to eight years of experience that typically supports the knowledge and skills learned through Certifications or training in EEO/AA compliance, workplace investigations, or mediation, and professional HR credentials with a legal emphasis.
