      GENERAL STATEMENT OF DUTIES

      The Human Resources Project Manager will increase transparency and awareness of HR initiatives by providing quality project management and accountability to align with the organization’s strategic goals.


      DISTINGUISHING FEATURES OF THIS CLASS

      This is a professional position responsible for the critical planning, execution and management of various organizational human resources projects. This position manages a variety of complex HR projects that impact and align with the organization’s strategic and long term goals. The Human Resources Project Manager must have thorough knowledge of project management best practices and a solid understanding of HR procedures, processes, data, and best practices. The position is responsible for ensuring that HR projects are completed within scope, on schedule and within the approved budget. This position will collaborate with the various teams in HR, external department partners, and lead cross-functional teams to manage project resources, achieve various project goals and deadlines, and communicate updates to the organization’s leadership.


      DUTIES AND RESPONSIBILITIES

      Essential duties and responsibilities include, but are not limited to:
      • Identify and collaborate with stakeholders to define project scope, objectives, and deliverables.
      • Establish standardized project management processes, tools and methods.
      • Provides best practices for planning, executing and tracking HR projects.
      • Collect and report data on project statuses to key stakeholders.
      • Develop comprehensive project plans, including timelines, resources, budgets, metrics, and risk assessments.
      • Monitor project progress and update project documentation as required.
      • Effectively use technology to provide updates on project status, highlighting progress, challenges, and potential solutions.
      • Monitor, identify and manage project risks, issues, and changes, implementing mitigating strategies and updating stakeholders.
      • Coordinate and communicate with team members to ensure tasks are completed as planned.
      • Ensure compliance with County policies, legal regulations, and HR best practices.
      • Address concerns and manage expectations to ensure stakeholder satisfaction.
      • Identify resource gaps and collaborate with relevant departments to secure necessary resources.
      • Evaluate project outcomes against predetermined metrics and provide reports to HR leadership.
      • Develop change management strategies to facilitate the successful implementation of HR projects.
      • Provide training and support to ensure the smooth adoption of new HR processes or technologies.
      • Identify opportunities to enhance HR processes, workflows, and project management methodologies.
      • Incorporate feedback and lessons learned from completed projects into future initiatives.
      • Contribute to the execution of HR projects by completing assigned tasks and activities.
      • Provide support during the annual budget process.
      • Evaluate processes for improvement opportunities and able to provide guidance based on needs of the organization.
      • Leads analysis to identify, correct and/or re-engineer HR processes and provide pathways to increased efficiency and effectiveness.
      • Assist with the creation and updating of Standard Operating Procedures documents.
      • Perform other duties as required or requested.
      • Ensure compliance with employment laws, regulations, and internal policies during all phases of projects.

      • Strong understanding of HR functions including talent acquisition, employee relations, classification and compensation, employee benefits, learning and development, and HR systems.
      • Proficiency in project management software and tools.
      • Ability to work collaboratively with cross-functional teams.
      • Change management expertise.
      • Knowledge of data management, project management and best practices.
      • Ability to present data results and findings.
      • Ability to verbally and in writing communicate technical issues and effectively provide information to various audiences.
      • Ability to create reports, dashboards and visualizations to understand business performance.
      • Ability to creatively collaborate to implement changes in HR Systems and processes to improve HR processes.

      MINIMUM QUALIFICATIONS:


      Bachelor’s degree in Human Resources, Business Administration or related field and 5 years of Human Resources experience with at least three years of related project management experience.


      Preferred Qualifications:


      Master’s degree;

      SHRM certification – CP, SCP, PHR, or SPHR;

      Project Management Institute Certified Associate in Project Management (CAPM), Project Management Professional (PMP) Certification or other equivalent nationally recognized project management certification.

      Physical Demands

      An employee in this position must be able to physically perform the basic life operational functions of walking, fingering, grasping, talking, hearing, and repetitive motions. The employee must be able to perform sedentary work exerting up to 10 pounds of force occasionally to lift, carry, push, pull or otherwise move objects.

      Working Conditions

      Work consists of an office environment with no adverse environmental conditions.


      May Require Driving

      This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver’s license and that the driving record is compatible with the county’s driving criteria.

      If a personal vehicle is operated for county business proper insurance is maintained by the employee as per Guilford County’s vehicle use policy.
