      Position Overview

      Under direction of the Chief Human Resources Officer, performs difficult and wide-range personnel functions in preparing and processing personnel transactions and varied administrative activities. Serves as resource person in application of Personnel Rules, collective bargaining agreements, Pay Plan and agency rules and procedures. Reviews and corrects incoming personnel transactions and provides unitary generalist services. Reviews and prepares position descriptions. As a certified CMS interviewer, participates in interviewing and selection teams in the filing of vacancies.

      Essential Functions

      • Receives, reviews, approves, corrects and/or disapproves personnel transactions.
      • Serves as resource person for Department of Human Rights personnel matters.
      • Maintains logs of transactions, human resources events and leave of absences, prepares leave letters to employees.
      • Prepares vacancy notices and posts and processes new hires.
      • Prepares position descriptions with accurate depictions of duties, responsibilities, requirements, and coding.
      • Prepares correspondence following up on transactions, requisitions, etc.; maintains active and inactive personnel files on employees.
      • Serves as liaison with Payroll and Timekeeping.
      • Onboards new hires, assists new employees with completion of personnel forms.
      • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

      Minimum Qualifications

      • Requires knowledge, skill, and mental development equivalent to completion of four years of college.
      • Requires one year of professional experience, preferably human resources, or satisfactory completion of an approved training program.

      Preferred Qualifications

      • The position prefers two (2) years’ experience of working knowledge with personnel codes and rules, wage indices and position classifications, collective bargaining agreements, departmental policies and procedures.
      • This position prefers two (2) years’ experience of working in a human capital management setting handling a high volume of information, reading, assimilating information and data, and recalling same.
      • This position prefers two (2) years’ experience articulating human resources administration information in descriptive terms to others not versed in personnel systems.
      • This position prefers two (2) years of professional experience using Microsoft Word, Excel, PowerPoint, Access, or the equivalent.
      • This position prefers the ability to work independently and be self-motivated to complete analytical and detailed reports.
