      What we’re looking for: A motivated and collaborative individual to join the Human Resources Department. You will continue to successfully serve the current and future safety needs of the City of New Braunfels team. Some projects this position will help guide include implementation of a comprehensive safety program along with various training and staff development programs based on needs of the organization.

      Under general supervision, the Human Resources Safety Liaison works collaboratively with the Human Resources leadership team on the development and implementation of a comprehensive safety program along with various training and staff development programs based on the needs of the organization.

      The responsibilities you’ll be trusted with:
      The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
      • Develops and implements comprehensive safety education, training, awareness and publicity program including a City-Wide Vehicle Driver Safety Program.
      • Develops, implements and maintains employee safety and accountability programs and procedures.
      • Inspect facilities, identify and document job hazards, prepare assessment reports and recommend preventive and corrective measures.
      • Develops and implements recurrence prevention programs and procedures.
      • Identifies hazards, trends through analysis and develops practices to reduce potential sources of losses to the City such as work-related injuries and any potential hazards to the public.
      • Partners with the City’s risk pool/insurance carrier and City leadership to provide safety and job-related trainings.
      • Oversees DOT and Transportation Compliance to include motor vehicle record reviews, DOT quarterly random selection, Clearinghouse registration and annual queries
      • Manage and oversee the safety glasses program
      • Manage relationships with DOT training providers for Entry-Level Driver Training program, oversee and manage the ELDT/CDL program and reporting to the Clearinghouse
      • Develops, edits and oversees the Bloodborne Pathogen Program, Texas Haz Com Program and City immunization program.
      • Conducts, prepares, participates in and coordinates safety committee meetings.
      • Develops and implement a safety awards and recognition program.
      • Works with HR leadership team to review industry events and regulatory changes to ensure adequacy of safety and training programs
      • Analyze job safety trends and loss history to measure program effectiveness, prepare reports and maintain records for local, state and federal agency reporting.
      • Develops, implements and maintains divisional occupational training and qualification programs and recordation of certifications.
      • Working with other HR team members, specifically the Learning & Development Coordinator in sharing responsibility for consulting with departments on their employee safety training needs.
      • Serves as back-up to Learning & Development Coordinator
      • Prepares and presents ; prepares correspondence, manuals, procedures and other written materials.
      • Plans, implements and facilitates training opportunities,
      • Maintains and submits annual TCEQ reporting.
      • Leads and manages special projects; as directed
      • Interprets and explains HR, WC, P&C and safety rules and regulations in relation to safety program training.
      • Performs other duties as assigned or required.
      Your areas of knowledge and expertise that matter most for this role: Bachelor’s Degree from an accredited college or university in human resources, business, public administration or a related field; and at least one (1) to three (3) years of safety training, risk management, or Human Resources experience; OR an equivalent combination of education and experience.

      Required Licenses or Certifications:
      • Must possess a valid Texas Driver’s License.
      • Must be able to obtain an Associate Safety Professional certification within one year of hire
      • National Safety Council Defensive Driving Instructor certification preferred or able to obtain within one year of hire
      • CPR/First Aid/AED Instructor certification through American Red Cross preferred or able to obtain within one year of hire
      Required Knowledge of:
      • Texas Workers’ Compensation Laws
      • Texas Municipal League Inter Risk Pool (TMLIRP) preferred
      • Occupational safety and health program standards, rules and regulations, including Federal, State, and Local laws and ordinances governing Occupational Safety.
      • Safety and health regulatory agencies.
      • Knowledge of safety policies and procedures.

      Required Skill in:
      • Planning, developing, organizing, directing, controlling and evaluating a robust risk management program to include: safety, health and training programs.
      • Managing, organizing, and prioritization of programs and projects that involve coordinating with multiple staff across multiple departments, conveying expectations to team members and meeting pre-determined deadlines.
      • Must demonstrate the ability to interact with all levels of employees, groups and individuals with diverse backgrounds; must be able to develop and maintain positive working relationships with City departments and personnel.
      • Excellent project management skills.
      • Communicating effectively, both orally and in writing.
      • Presenting presentations and training.
      • Reading and understanding technical manuals, business documents, policies and procedures, system documentation.
      • Writing clear, concise memos in non-technical terminology to brief managers/ supervisors.
      • Writing clear training and qualification program documentation including procedures, manuals, etc.
      • Exercising sound judgment in interpretations and decisions that have a moderate impact on City operations and costs.
      • Analyzing complex situations and responding appropriately.
      • Establishing and maintaining effective working relationships with peers, clients, citizens, and vendors.
      • Proficient in MS Office Suite to include Word, PowerPoint and Excel and other business applications.

      Physical Demands / Work Environment:
      Your working environment:
      • Work is performed in an office environment; outdoors in all weather conditions, with exposure to hazardous chemicals; is subject to sitting, standing, bending and reaching for extended periods of time; and must be able to safely pull, push, lift and carry items weighing up to fifteen (15) pounds.
      • May be required to work immediately before, during or immediately after an emergency or disaster.
