      This position has direct responsibilities; employment; EEO, Affirmative Action Plan, FMLA, performance evaluations, project work and intermediate clerical and reception duties. Work is performed under the direct authority of the County Human Resource Director.The following duties are typical for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required and assigned.

      Assist in answer incoming call and greet visitors to the department, respond to inquiries and/or refers visitors to appropriate resources, including Benefits, Payroll, and job inquiries.
      • Maintains accurate and up-to-date job descriptions for County positions. Draft job descriptions to include functions, reporting relationships, job requirements, essential skills and physical/mental requirements of positions.
      • Responsible for the administration of County FMLA policy according to Federal/State requirements, including but not limited to, educate and answer employees' questions, update forms, maintain employee files, track hours used and sending and evaluating each form to determine whether eligible for FMLA.
      • Handles confidential information which relates to both collective bargaining, personnel issues, benefit matters, and departmental operations.
      • Update Human Resource department webpage.
      • Maintains an accurate electronic file system of official documents, periodicals, reports, forms, and correspondence which may be of a confidential nature.
      • Track and file employee performance evaluations from Department Directors/Managers/Supervisors and Board of Supervisors and update forms as needed
      • Assist in verifying accuracy of payroll pursuant to employment agreements.
      • Assist in conducting and processing new hire orientation services with new employees and provide the new hire packets to each including insurance forms and IPERS enrollment forms, W-4's I-9"s and Centralized Employee Registry forms.
      • Enroll and update employees' life and vision insurance
      • Prepares and submits the County's Affirmative Action Plan to the director and other Departments as needed.
      • Responsible for the preparation and submission of the annual EEO report to the federal government in a timely manner
      • Ensures compliance with military leave.
      • Responsible for maintenance and updating employment laws postings on employee bulletin boards as required by Federal and State requirements.
      • Assist with internal and external job recruitment policy by posting jobs internally and externally preparing and placing advertisements in newspapers, publications, internet, NEOGOV and other employment services.
      • Responsible for negotiating prices with various publications and media advertisement for County job vacancies.
      • NEOGOV – responsible for maintaining and posting job descriptions files and maintains on a current basis all designated records in a manner designed to develop the best possible information access and control
      • Assist Emergency Management Coordinator with County employee credentialing.
      • Assist with pre-employment physical and drug screening appointments, background checks and notifies new employees and department
      • Assist with handling special projects and carry out other assigned work as required by supervision within the scope of general authority and responsibility
      • Assist with scanning of Human Resources information and files
      • Prepares excel spread sheets of necessary documentation of required or requested information
      • Assist county employees with open enrollment forms.
      • Assist in creating and distribution of County Newsletter.
      • Assures that all assignments are completed in a thorough and accurate manner
      • Attendance is required
      Minimum Education and Experience Required to Perform Essential Functions:
      • Minimum two (2) year Associate's degree or equivalent, Bachelor's degree preferred OR any combination of education and experience equivalent to meet requirements, prior related experience in human resources.
      • Ability to tactfully and courteously communicate with others by means of the spoken word in clearly spoken English
      • Knowledge of general office equipment and procedures
      • Accurate proofreading
      • Computer skills: Excel, Microsoft Word, Outlook and Publisher.
      • Mathematical ability
      • Ability to set priorities regarding assignments and follow through to completion
      • Good recordkeeping skills
      • Personal maturity to safeguard confidential information
      • Candidate for hire must successfully pass a background check, a physical examination, back screen and drug screen prior to employment
