      Qualifications


      Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

      You must meet the following requirements by the closing date of this announcement:

      SPECIALIZED EXPERIENCE: GS-12 LEVEL: You must have at least one year of specialized experience equivalent to the next lower level (GS-11) in the normal line of progression. Specialized experience includes: Experience utilizing the laws, theories, principles, and practices of at least one area of human resources (e.g., hiring and recruitment, labor/ employee relations, payroll, etc.) with an understanding of the full range of interrelationships of human resources management programs sufficient to provide integrated solutions to employee relations problems/issues; comprehensive knowledge of the functions and relationships of a human resources program; experience with communicative techniques in order to effectively meet and deal tactfully and persuasively with others to resolve issues which are sensitive and occasionally controversial in nature and to maintain harmonious relationships with all parties. Skills in consulting and facilitation techniques and methods.

      SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have at least one year of specialized experience equivalent to the next lower level (GS-12) in the normal line of progression. Specialized experience includes: Experience that demonstrates expertise in applying a wide range of advanced laws, theories, principles, and practices of at least one area of human resources (e.g., hiring and recruitment, labor/ employee relations, payroll, etc.) with an understanding of the full range of interrelationships of human resources management programs sufficient to provide integrated solutions to employee relations problems/issues; comprehensive knowledge of the functions and relationships of a human resources program as well as internal and external functions and relationships; experience demonstrating extensive skill with communicative techniques in order to effectively meet and deal tactfully and persuasively with others to resolve issues which are sensitive and occasionally controversial in nature and to maintain harmonious relationships with all parties. Expert skill in consulting and facilitation techniques and methods.
