      Duties


      WHAT IS THE HCO - Human Capital Office DIVISION?

      Vacancies will be filled in the following specialty areas: Human Capital Office of Human Resource Operations Human Resources Shared Services

      The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
      - Implementing programs or projects involving HR systems or technology products that impact employees Service wide.
      - Interfacing with MITS to ensure requirements and standards are met in the development, implementation and/or integration of HR systems products within the IRS enterprise technology infrastructure
      - Serving as the HCO Business Systems Modernization (BSM) coordinator
      - Coordinating HCO Request for Information Services (RIS)
      - Managing Human Capital Internet and systems development projects from design to support

      Qualifications


      Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

      You must meet the following requirements by the closing date of this announcement:

      Required GS-14 QUALIFICATIONS: To be minimally qualified for this position at the GS-14 level, you must have at least one (1) year of specialized experience equivalent to the next lower level in the normal line of progression in the Federal service. Specialized Experience for this position includes: Applying a wide range of advanced Human Resources Personnel Payroll concepts and practices, as well as seasoned consultative skills. Experience using expert knowledge of leading teams in research, fact-finding, and evaluative techniques in order to perform extensive research and analyze results to personnel payroll issues and problems; experience using personal computer and internal automation to accomplish complex report/graph presentations, data retrieval, and to prepare written guidelines and recommendations. Examples of qualifying work experience include: Leading or participating as a senior analyst for major payroll human resources functions or equivalent organizations, analyzing complex personnel problems, implementing changes in human resources requirements that will meet future mission demands, and ensuring accuracy of personnel employee payroll information.
