      Duties and Responsibilities
      (NOTE: ** denotes Essential Functions)

      1. **Advises and interprets human resource statutes, policies, procedures collective bargaining agreements, instructions and practices.
      2. **Executes personnel transactions for the Office of the Vice President for Research and Innovation (OVPRI) and various department/programs reporting to the OVPRI, including UH and RCUH personnel actions.
      3. **Prepares, reviews and/or audits personnel transactions and analyzes staffing patterns. Runs and provides ad hoc reports using HR Data Mart to the VPRI, Assistant VP, Directors, and Section Managers upon request.
      4. **Ensures compliance with applicable University, Federal and State guidelines regarding Professional Improvement leave, LWOP for Personal Reasons, and Family Leave.
      5. **Serves as principal personnel officer for the OVPRI and various departments/programs reporting to the OVPRI; administers University personnel policies and regulations.
      6. **Coordinates Workers' Compensation claims between OVPRI and various departments/programs reporting to the OVPRI employees and OHR.
      7. **Reviews, monitors, advises and ensures that all online sick and vacation leave transactions are in compliance with Federal, State and University guidelines.
      8. **Works with departments to ensure that non-US citizen employees comply with employment regulations. Reviews INS document preparation for compliance with federal and state regulations. Submits J-1, H-1B, O-1 Visas to Faculty&Scholar Immigration Svcs (FSIS).
      9. **Advises employees on employee benefit programs in the context of and in compliance with applicable policies, procedures, collective bargaining agreements and/or practices.
      10. **Provides technical advice on matters relating to personnel administration, performance and discipline issues, grievance procedures and EEO/AA regulation procedures.
      11. **Conducts internal investigation of complaints made by students, civil service and APT employees. Meets with supervisors and subordinates to resolve conflicts when they occur.
      12. **Conducts training and information meetings to update supervisors and subordinates on issues that affect personnel administration.
      13. **Advises Vice President for Research and Innovation on all personnel actions, including recruitment, employee benefits and all other personnel transactions.
      14. **Works closely and advises OVPRI & various departments/programs reporting to the OVPRI on evaluating positions being established or redescribed & in accordance with University policies and procedures.
      15. **Acts as liaison between UH System OHR, UH Payroll, Student Employment Offices, RCUH & staff to implement and communicate any changes in procedures made by these offices.
      16. **Assigns human resources related tasks to subordinate personnel according to ability.
      17. **Sets job expectations and conducts performance evaluations annually for civil service position assigned to assist with straightforward human resources functions.
      18. **Coordinates recruitments for departments, including posting of WorkatUH vacancies, screening applications for priority and completeness, monitoring candidate pool. Generates offer letters and receives acceptances from selectees. Processes new hires in.
      19. **Processes timesheets in TAPS, RCUH and SECE online leave systems by deadlines.
      20. **Attends training sessions and informational meetings (HR Ohana, Pre-Managers, System HR Specialists, AO/PO Quarterly, etc.) on a regular basis.

      Minimum Qualifications
      1. Possession of a baccalaureate degree in Arts & Sciences, Business Administration, or related field and 4 year(s) of progressively responsible professional experience with responsibilities for human resources administration; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
      2. Considerable working knowledge of principles, practices and techniques in the area of human resources administration as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
      3. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with employee benefits and human resources administration.
      4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
      5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
      6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
      7. Demonstrated ability to operate a personal computer and apply word processing software.
      8. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
      Desirable Qualifications
      1. Familiarity with UH and RCUH Human Resources systems and policies and procedures.
      2. Technical knowledge of PeopleSoft personnel database.
