      Job Summary

      The Faculty of Forestry and the Faculty of Land and Food Systems (LFS) include three departments, four programs, three research centres, 2 Research Forests, an Institute and an Extension Office in the interior at UBC Okanagan. Both Faculties have off-site locations located in Agassiz, Maple Ride, Williams Lake, Kelowna and Haida Gwaii. For brevity, they will be referred to as Departments, Programs and Units.


      The Human Resources (HR) Specialist provides advice and counsel and makes recommendations on all human resources management issues to ensure best practices are established in LFS and Forestry; promotes a culture of respect across the Faculties. Provides guidance and direction in both staff and faculty recruitment process, reclassifications, performance management, salary administration as well as progressive discipline, investigations, terminations, return to work and accommodation initiatives. Participates in the development of various HR programs and policies, working closely with both the Director, HR & Administration in LFS and Associate Director, Administration & Operations in Forestry, ensuring HR initiatives support the strategic goals of each of the Faculties.


      Organizational Status
      Jointly reporting to the (LFS) Director of Human Resources & Administration and (Forestry) Associate Director, Administration & Operations, the incumbent supervises clerical staff and provides direction to LFS & Forestry HR & administrative staff. The incumbent partners with the Departments, and Units within the Faculty of Forestry and Programs and Centres for the Faculty of Land and Food Systems. Works collaboratively with administrators and program coordinators across the Faculties. Works with various departments within UBC, including but not limited to: HR Advisory Services, HR Compensation, Workplace Health Services Case Coordinators, Pensions, Payroll, and Benefits.


      Work Performed

      Works in collaboration with the Directors and the leadership team of both Faculties to support HR strategic goals, including practices that foster and sustain a respectful, safe and vibrant workplace culture that enhances the critical contributions of staff, faculty members and student employees within the Faculties.

      • Consults with and coach clients in Dean’s office, Departments, Units, Programs and Centres on all human resources management issues pertaining to staff employees so as to ensure human resource best practices are established within all units as well as ensuring business partnerships are developed and maintained by regularly meeting with Associate Deans, Administrators, Heads, Directors, Program Coordinators and management staff.
      • Provides advice and lead advocate in advancing EDI matters as it relates to recruitment, retention and annual reviews
      • Provides leadership and participates in the Focus on People Integration Team so as to support the Faculties in their identified strategies.
      • Develops and maintains partnerships with programs, departments, schools and centres across the Faculties so as to provide advice into their strategic business plans by participating in the review of organizational structures, performance and change management issues and conflict resolution opportunities.
      • Advises and trains Departments/Units/Program/Centre Administrators regarding appropriate recruiting practices and human resource aspects of routine change management issues. Ensures best practices for both Faculties to maintain equity and consistency and alignment with UBC’s established benchmarks, policies and procedures regarding staff and student appointments.
      • Provides oversight to staff, student and faculty employee recruitment for the Dean’s office including job description development, posting job requisitions, interview process, reference checks, ensuring sound hiring procedures and processes are followed, applying EDI lenses in each of the recruitment hires
      • Oversees the development, maintenance and implementation of orientation, onboarding and offboarding programs for both Faculties.
      • Manages the staff performance management process; Promotes and creates an environment of continuous coaching, feedback and development; provides advice and consultation to managers on how to conduct performance reviews for individual performance goals; provides advice, interpretation and counsel on managing employee performance concerns; and ensures corresponding salary (probation, MPI, merit, step) increases are processed in a timely manner.
      • Provides interpretation and advice regarding collective agreements and handbooks, government legislation and University policies, procedures, practices and guidelines including conditions of employment and legislation affecting the workplace (e.g. BC Employment Standards Act, BC Human Rights Code and BC’s Freedom of Information and Protection of Privacy Act).
      • Attends disciplinary meetings with M&P, CUPE 2950, CUPE 116 and Non-Union employees. Meets with union business agents, supervisors, and employees to resolve issues, disputes and grievances by gathering information, documenting processes, negotiating and participating in recommendations as applicable;
      • Provides support in various case issues, grievances and disputes by researching, documenting processes, participating in discussions, recommending solutions and negotiating settlements as applicable. Ensures Directors are kept informed on case management, and as appropriate, consults with HR Advisor prior to advising on disciplinary action.
      • Manages and coordinates return to work processes in conjunction with Workplace Health Services Case Advisors to develop action plans to accommodate an employee returning to work into a suitable position. Provides advice and assistance to departments, units and programs including meeting with employee, Workplace Health Services Case Advisors and union representatives to facilitate a successful placement. Complex duty to accommodate cases consults with the Directors.
      • Leads and manages leave management activities, including maternity, parental, medical, unpaid leaves as well as reduced appointments and secondments for students, staff and term-appointed faculty members.This includes reviewing vacation and sick time balances, making manual adjustments as required.
      • Spearheads the development, maintenance and implementation of well-being initiatives and professional development opportunities/workshops for the two faculties.
      • Researches and provides recommendations on the development of HR programs and practices and participates with implementation plans and projects resulting from the strategic plans set out by the Faculties.
      • Manages various HR projects with faculty-wide impact including (but not limited to) position management data integrity, term appointment notice requirements, exit interviews, student appointments and contractor vs. employee.
      • Acts as the HR Workday subject matter expert and lends high-level expertise to other team members on the use of Workday
      • Establishes HR workload and improves HR workflow procedures to ensure smooth operation of the Faculty of Land and Food Systems and Forestry’s Dean’s Office.
      • Performs other HR administration duties and HR projects as required.


      Consequence of Error/Judgement
      The decisions and recommendations of the HR Specialist has or may have legal, financial, contractual and operational implications for the University, Human Resources, the Faculty of Land and Food System and the Faculty of Forestry. Implications of decisions or advice may result in legal and/or financial liability, restrictions on operations, damage to credibility, and poor relations with unions and employees.

      Supervision Received
      Works under direction within broad objectives. Reports to both the Director, HR & Administration for the Faculty of Land and Food Systems and Associate Director, Administration & Operations for the Faculty of Forestry.

      Supervision Given
      Supervises HR clerical staff and provides guidance to Administrators/Program Coordinators and Directors within the Departments/Programs, Off-site Partners/Centres and Supervisors within each of the Faculties.

      Minimum Qualifications
      Undergraduate degree in a relevant discipline. Minimum of two years of related experience, or the equivalent combination of education and experience.

      Preferred Qualifications

      • Experience in the administration of collective agreement and labour relations in a complex unionized environment with knowledge of UBC policies and procedures.
      • Thorough knowledge of current Human Resources management practices, related provincial and federal legislation, and employee development theories and practices. Up-to-date knowledge of Human Resources Management practices inclusive of recruitment, change management, conflict resolution, and intercultural understanding strategies.
      • Knowledge of provincial and federal legislation governing employers Human Resource practices especially as they relate to discrimination, bullying and harassment.
      • Proven ability to lead, direct and collaborate with diverse teams and staff to establish and maintain effective working relationships.
      • Knowledge and experience in using a coaching model to influence and advise clients.
      • Demonstrated oral and written communication, presentation, facilitation, analytical and problem-solving skills.
      • Ability to establish and maintain supportive working relationships as well as develop and implement strategies to meet the needs of the various units, departments, programs, centres and schools.
