- Tracks, monitors, and analyzes new legislative proposals and prepares legislative summaries to inform the County Administrator
- Conducts research and policy analyses to assist the County Administrator and Board of County Commissioners.
- Provides critical analyses of policy and legislation proposed by the Board of County Commissioners.
- Researches and composes reports on legislative issues.
- Briefs the County Administrator, the Board of County Commissioners, and all appropriate staff issues coming before commission committees or commission.
- Initiates and directs research and special studies and projects in needed areas, as assigned.
- Maintains awareness of local, state, and national policy that may have impacts to the County.
- Assists with state and federal legislative issues.
- Prepares letters to County retained Lobbyist, Commission, constituents, other memoranda, and reports.
- Confers with County retained Lobbyist, Board of County Commissioners, department and division heads, other agencies, and organizations.
- Attends Board of County Commissioners meetings, staff meetings, committee meetings, and conferences.
- Completes special projects, as needed.
- Reviews and responds to and makes recommendations concerning incoming correspondence, memoranda, reports, and similar material.
- Performs other duties as required.
- Associate degree in Public Administration, Business Administration, Political Science, or in a course of study related to the occupational field. Experience may substitute on a year for year basis.
- One (1) to three (3) years of experience relevant to the major duties/essential functions of the position.
- One (1) year Legislative experience.
- Valid Florida Driver License (or must obtain within 30 days of establishing residency in Florida), or valid Florida Identification Card is acceptable only for positions not required to drive a county vehicle.
- Has thorough knowledge of the legislative process, the principles and practices of lobbying and the interrelationships between governmental entities.
- Knowledge of federal, state, and municipal legislative and regulatory processes.
- Ability to travel locally, as needed.
- Ability to effectively communicate (verbally and in writing) in a clear, confident manner using proper grammar.
- Ability to effectively prioritize and complete assigned responsibilities in a timely manner.
- Must have strong organizational skills to plan, prioritize, multi-task and independently execute projects/tasks within specific deadlines while maintaining flexibility.
- Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.
- Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.).
- Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:
- IS-100.c: Introduction to the Incident Command System (ICS); and
- IS-700.b: An Introduction to the National Incident Management System
Physical Requirements/Work Environment- Requires sitting most of the day.
- The job involves frequent lifting and carrying up to 10 pounds, and occasionally up to 20 pounds.
- The job requires frequent balancing.
- The job requires the completion of tasks that involve typing.
- The job requires normal visual acuity and field of vision, depth perception and color vision, hearing, and speaking.

Emergency Response/Recovery Activities- All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens. Emergency response duties may also include driving and/or operating a county vehicle or equipment and employees must obey all safety policies, and roadway rules and laws.
Must successfully pass an employment reference check, criminal background check, physical examination check. Drug screens will be in accordance with the Drug Free Workplace Act and/or the Omnibus Transportation Employee Testing Act of 1991.

The role of the Intergovernmental Affairs Manager is to engage with local, regional, state, federal, County retained lobbyists, community stakeholders, and non-profits to ensure that Citrus County’s legislative agendas and strategic priorities at all levels of government are properly prepared, effectively communicated, and adopted in a manner that benefits our community’s needs. Performs advanced and professional legislative/administrative work. Assists as directed with local, regional, state, and federal issues impacting project(s) timely completion. Oversees the planning, coordinating, and directing of intergovernmental activities for the County. Tracks, maintains, and educates staff and/or elected officials on legislation that impacts the County. The primary schedule for this full-time position is Monday through Friday, 8:00 AM to 5:00 PM, and is located at the Citrus County Detention Facility.
