      Departmental Overview

      Berkeley Regional Services (BRS) is comprised of five (5) "service regions" that provide high-quality administrative support to their groupings of schools, colleges, and departments. The BEST (Biological, Environmental, Science & Technology) Region serves the College of Natural Resources, the Division of Biological Sciences in the College of Letters and Science, and related Organized Research Units (ORUs), museums, and field stations in the biological sciences. HR/APS supports hiring, appointments, separations, classification and compensation, performance management, payroll and timekeeping, and other HR activities in coordination with its partners in other teams across the UC Berkeley campus and the UCPath Center in Riverside, CA.

      The Junior HR Partner will support both Contingent Worker (CWR) and Postdoctoral Scholars via appointing, hiring Postdoctoral Scholars, and ensuring their appointments are maintained accurately and current. This position will work closely with faculty to ensure they receive adequate support for their Contingent Worker (CWR) and Postdoctoral Scholars as needed.

      Responsibilities

      Academic Case Management and Recruitment

      • Apply knowledge of University policies, collective bargaining agreements, and procedures to counsel department managers, employees, and supervisors on employee and labor policies, performance management, procedures, and appropriate practices.
      • Advise Faculty and Managers and communicate with foreign appointees regarding visa acquisition.
      • Make recommendations regarding visa type and timelines.
      • Assist in the preparation of Postdoctoral Scholar academic reappointment cases and negotiated agreement increases.
      • Process Postdoctoral scholar appointments and other Contingent Worker (CWR) appointments.
      • Advise faculty around the usage of Postdoctoral titles and guide them through the end-to-end recruitment and hiring process.
      • Manage sensitive and confidential information and interact effectively and collaboratively with client groups.

      Appointment Processing

      • Coordinate the hiring of Postdoctoral Scholars, several Contingent Worker (CWR) titles, and out of scope titles as needed, in collaboration with academic departments and control units.
      • Support departments in administering policies and programs related to employment, performance management, labor relations, wage and salary administration, training, and other HR areas.
      • Provide guidance on Glacier tax reporting system and refer employees to GlacierAdmin for specific questions.
      • Handle routine issues related to benefits, visas, and compensation.
      • Collaborate with payroll team to request late payments, process overpayments, research grievances, and other payroll needs.
      • Initiate and approve transactions in UCPath with attention to accuracy.
      • Run reports in Cognos and CalAnswers.

      Onboarding and Benefit Counseling

      • Guide Postdoctoral Scholars, Affiliates, and out of scope hires through the onboarding process and coordinate with onboarding team to ensure all necessary information is provided for a successful onboarding experience.
      • Provide benefit and new hire information to new hires, rehires, and transfers.
      • Review and audit employee records to identify any root causes for benefit changes or disruptions.

      Special Projects

      • Prioritize work, demonstrate excellent communication skills, work collaboratively on projects, provide analysis and recommendations.
      • Perform other duties and special projects as needed.

      Auditing and Employee Lifecycle Management

      • Complete and audit salary increases for Postdoctoral Scholars.
      • Maintain a PostDoc tracker for anniversary dates, reappointments, visa end dates, and other lifecycle events.
      • Pull adhoc reports for workforce planning and potential layoffs.
      • Send reminder communications to Postdoctoral Scholars about HR practices.
      • Review and assign cases for HR Partners daily or as instructed.
      • Manage HHMI CWR population end dates.
      • Manage MLA/OTP requests.

      Required Qualifications

      • Strong analytical, organizational, and problem-solving skills.
      • Working knowledge of other HR areas.
      • Understanding of organizational policies and procedures.
      • Basic knowledge of HR policies and programs.
      • Proficiency with HR management systems and related software.
      • Effective verbal and written communication skills.
      • Ability to handle difficult or volatile situations effectively.
      • Exceptional attention to detail and accuracy.
      • Technical skills in data analysis and reporting tools.
      • Professional experience in an educational setting preferred.

      Education/Training

      • Bachelor's degree or equivalent experience/training.

      For details on benefits, visit UC Berkeley's Compensation & Benefits website. The expected salary range is $34.96 - $39.75 per hour. This is a full-time, non-exempt position eligible for full UC benefits and up to 100% remote work within the U.S., subject to supervisor approval.
