      You will serve as a Lead HR Specialist providing expertise to NASA stakeholders through the performance of a variety human resource management and organizational health responsibilities while leading and mentoring a staff of HR Specialists. This opportunity will be used to fill vacancies at Marshall Space Flight Center in the Talent Services Branch. Additional selections may be made for similar positions across NASA.

      Duties


      • Mentors team on human resources matters; makes recommendations for complex issues based on interpretation of guidelines and practices; provides guidance and direction, clarifying issues and resolving conflicting guidance and operational problems.
      • Leads the team in identifying, distributing, and balancing workload among employees including service providers; arranging for team member training; monitors and reports on the status and progress of work.
      • Participates with the supervisor in conducting activities supporting the development of consulting practices and work concepts. Serves as coach and facilitator in coordinating team initiatives, policy implementation, and consensus building.
      • Leads specific HR programs, i.e., Talent Services, Talent Management or Talent Acquisition, which includes measures of Center HR processes, alignment with Agency objectives, and implementation of improved HR practices.
      • Provides expert advisory, consultative, and technical services to management on a broad range of HR issues, applies HR practices, laws, regulations, policies, and precedents and analytical methods to identify, evaluate, and recommend HR solutions.
      • Collaborates within, and outside, the organization to share best practices and lessons learned to enable knowledge sharing.

      Qualifications


      Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
      • Applying technical HR expertise to provide advisory and consultative services and resolve human capital issues and making recommendations based on sound interpretation of guidelines and practices;
      • Mentoring others on technical aspects of complex human resources related matters;
      • Providing guidance and direction and clarifying issues and resolving problems for various stakeholders;
      • Making recommendations to resolve complex and controversial issues.
