      JOB SUMMARY

      The Manager, Municipal Violations will oversee the operation of the Municipal Violations team and will be the primary point of contact with local municipalities to ensure violations are properly resolved and closed. They play a key role communicating directly with municipal authorities to streamline resolutions and minimize fines in a professional and collaborative manner. This position provides daily management and support on all activities associated with municipal violations; including but not limited to accurate recording of municipal violations, resident notification (where applicable), coordinating inspections with the city inspectors and local markets, work orders are created for the market as necessary, and ensuring payments for escalated violations are issued in a timely manner. The Manager, Municipal Violations will also ensure the company develops and builds positive relationships with municipalities across the nation.

      ESSENTIAL FUNCTIONS

      • Support the local markets by supervising and supporting the daily operations of Municipal Violations Team

      • Communicate with residents and municipalities on a daily basis

      • Ensure the team is keeping accurate records of all associated documents; including but not limited to, received violations, fees payments, re-inspections, work orders, deficiency letters, and resident communications

      • Ensure that the specific municipality program receives all required documents and/or deficiency corrections in a timely manner to ensure a speedy resolution to open violations

      • Work cross-functionally with multiple departments to effectively resolve any municipal related matters

      • Handle applicable municipality accounting, enforcement, and general business functions for assigned portfolio

      • Professionally represent Progress Residential when negotiating transactions and utilize exceptional interpersonal skills to develop a strong working relationship with municipalities and residents

      • Develop and maintain positive relationships with local market team members

      • Acquire and maintain knowledge of current state, local, and other governing municipality policies and/or procedures

      • Be knowledgeable of provisions in standard lease documents and maintain a working knowledge of resident rules and regulations

      • Analyze processes and procedures to ensure optimum efficiency levels

      • Ensure that the policies and procedures are followed

      • Carry out other duties as assigned that are in the best interests of the company while being a champion for Progress Residential’s Core Values

      QUALIFICATIONS

      • Bachelor’s degree in business or 5+ years of progressive compliance-focused work experience

      • 4 years management experience – preferably in real estate, property management and/or municipal compliance.

      • Previous experience with local city and municipalities code requirements and enforcement policies.

      • Experience working in a high growth organization where concurrent projects have differing priorities and deadlines and may require the need to pivot and realign based on emerging business needs.

      • Excellent communication skills, both written and spoken to engage with customers, external partners, and senior company leadership in a tactful and diplomatic manner.

      • Ability to build and maintain positive relationships internally and externally.

      • Fosters teamwork and mutual respect throughout the company.

      • Demonstrates ability to take initiative, work independently, and make sound decisions.

      • Possesses strong organizational skills and is detail oriented.

      • Ability to prioritize, multitask, manage multiple complex projects simultaneously, and deliver results within compressed timelines; proven ability to create insightful presentations that use data to drive change.

      • Excellent time management, negotiation, and conflict resolution skills.

      • Mastery of Microsoft Office Suite of products or equivalent tools for data management and analytic reporting and be able to quickly master new technology and systems.

      • Previous use of Yardi Voyager and Salesforce a plus.
