      WHAT YOU WILL DO

      Manage a team of asset management and compliance analysts who administer comprehensive compliance programs and oversee the long-term financial health to minimize risk in OHCS’ affordable housing portfolio. The Portfolio Manager operates with a high degree of independence yet will also work closely with peer managers within the section to align overall operations. This position participates in determining and overseeing the implementation of OHCS priorities and goals, evaluating the effectiveness of policies and process/procedures, and monitoring and tracking the success of ongoing operations in relation to asset management and compliance functions.

      This position may serve on behalf of another Portfolio Manager in their absence.

      MINIMUM QUALIFICATIONS

      Six years of supervision, management, or progressively related experience; OR three years of related experience and a Bachelor’s degree in a related field.

      • Strong understanding of state and federal affordable housing rental programs (HUD, LIHTC, OAHTC, Bond, etc.), and fiscal monitoring of such programs, as well as applicable local, state, and federal laws, regulations, and guidelines

      • Demonstrated skills leading the work of affordable rental housing professionals at various levels responsible for a broad scope of work.

      • Ability to understand layered program funding, interpret regulatory requirements, loan underwriting and real estate transactions.

      • Highly proficient in engagement and collaboration.

      • Experience with facilitating collaborative problem solving to ensure affordable housing properties remain compliant with applicable state and federal housing programs, are financially secure, and fulfill the OHCS mission.

      • Ability to work with various internal and external stakeholders to foster collaboration, invoke action and ensure coordinated anticipated outcomes.

      • Excellent communication skills, including verbal, written, and interpersonal communication to effectively convey information, provide feedback, and facilitate collaboration with internal and external stakeholders.

      • Experience promoting diversity, equity, and inclusion principles and practices in the workplace.

      Affordable Rental Housing Division

      Oregon Housing and Community Services (OHCS) provide stable and affordable housing and engage leaders to develop integrated statewide policy that addresses poverty and provides opportunity for Oregonians. OHCS’s vision for the state is that all Oregonians have the opportunity to pursue prosperity and live free from poverty.

      OHCS’s Affordable Rental Housing Division serves as the state’s housing finance agency. OHCS provides financial support to create and preserve quality, affordable rental housing for Oregonians of lower and moderate incomes. The Affordable Rental Housing Division administers state and federally funded multifamily rental housing resources to facilitate the increased availability of safe, decent, affordable housing for Oregonians with low incomes. These resources support the development of new multifamily rental units, the acquisition and rehabilitation of multifamily rental units, the preservation of existing subsidized multifamily rental housing, and the long-term maintenance of affordable rental housing through asset management and compliance monitoring. ARH is also charged with managing HUD Section 8 Contracts for the state of Oregon.

      ARH’s Portfolio Management Section ensures the long-term viability of affordable housing built with public dollars across Oregon, which exceeds $1.4 billion in assets. The section monitors the financial stability, physical integrity, management, and overall compliance with the rules and regulations associated with various funding sources. The goal of this section is to ensure that existing affordable rental housing stock is safe, physically sound, and available to Oregonians for the long term.
