      Northrop Grumman Defense Systems is seeking an experienced Global Supply Chain Procurement Manager 2 to lead a diverse team of professionals engaged in supporting a large and challenging national defense portfolio of programs in support of the Global Battle Management & Readiness (GBMR) Division. The preferred locations for this position will be located in Oklahoma City, OK ; Lake Charles, LA; or Huntsville, AL . Telework is an option for this position .

      We are seeking a highly motivated individual to lead the General Procurement for Aircraft Commercial / COTS and Power Management Team within Global Supply Chain (GSC) for procurement actions across a wide range of contractual and business issues within the GBMR Division. The successful candidate will possess a solid understanding of government contracting regulations and be prepared to perform with minimal supervision as part of a procurement and subcontracts team in support of proposal efforts that often require developing solutions to complex problems.

      Roles and Responsibilities:

      • Encompass the full range of the procurement and subcontract acquisition process including participation in strategic sourcing decisions, domestic and international subcontracting, teaming agreement generation and execution, and preparing requests for proposals consistent with customer solicitations, federal statutes and regulations, and enterprise policies and procedures
      • Will have responsibilities for evaluating proposal submissions, identifying risk and mitigation strategies, developing negotiation plans and negotiating, and preparing subcontract files in compliance with Northrop Grumman principles and operating practices
      • The ability to collaborate with program management and other multi-functional teams is essential
      • Will manage a team of supply chain professionals and oversee all aspects of Supply Chain, delivering status reports, act with a sense of urgency in response to exigent requirements, applying supply chain knowledge and experience to successfully navigate high pace and high level expectations
      • Ability to educate program teams, direct reports, and suppliers on processes, policies, FAR/DFARS, and procurement and subcontracting principles is essential

      Basic Qualifications:

      • Bachelors (BS/BA) degree with a minimum of 10 years of progressive subcontracts/procurement experience, or Advanced Degree with a minimum of 8 years equivalent experience; in lieu of a degree, an additional 4 years of experience is required – 12 years total experience
      • Solid understanding of procurement principles, policies, procedures, and regulations
      • Capable of working in a fast-paced environment, able to multi-task, make decisions in a timely manner and display strong interpersonal skills
      • Solid knowledge of FAR/DFARS and associated Federal Contracting regulations is requisite
      • Strong organizational skills and demonstrated ability to effectively communicate with myriad levels of the organization including but not limited to developing and delivering to sector, division, business unit and Customer Leadership
      • Ability to maintain high level of confidence in the areas of supply chain along with relative understanding of basic project
      • Ability to obtain and maintain a Secret clearance


      Preferred Qualifications:

      • Advanced Degree and / or Professional Certifications (CPSM, CSCP, CFCM, CPCM)
      • Experience with SAP Procurement & Accounting Systems
      • Experience on programs focused on Contractor Logistics Support, Aircraft Maintenance and Modernization turnkey support and 24/7 requirements
      • 2 years managing team of subcontracting and/or procurement personnel preferred
      • Active Secret/Top Secret security clearance

      Salary Range: $102,600.00 - $179,600.00

      The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

      Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
