      Northrop Grumman Mission Systems sector is seeking a Manager of Programs (level 1 or 2) for the NIS Division Business Operations Team. The successful candidate will report to the Director of Business Operations. This position’s primary responsibility is ensuring the Division’s organizational effectiveness by providing leadership for the business operations functions. Working with the Division Leadership Team, the position contributes to the development and implementation of organizational strategies, policies and practices. This position can be supported from any of the NIS Division site locations (Baltimore, MD, Annapolis Junction, MD, San Diego, CA, San Jose, CA, Sacramento, CA, Morrisville, NC, San Antonio, TX, Woodland Hills, CA, Northern Virginia, Cincinnati, OH, Tampa, FL, Colorado Springs, CO, Roy, UT).

      The successful candidate will work closely with the Sector Digital Transformation Office, ensuring proper organizational structure to execute the Digital Transformation (DT) strategy for the Division. The position requires leading a quarterly review of progress against the DT plan and successful transition of key functional tools.

      The successful candidate will also support Division strategy and capture planning, ensuring the vision and objectives are clearly defined and communicated (primarily in Sector reporting) in order to expand the business base and achieve long term sustainable growth. The successful candidate will be assisting the Business Operations Director and Division VP/GM in multiple activities, and as such, this position requires an understanding of the restricted customer community, program/project management skills, proven strategic planning and business execution capabilities, as well as the ability to work collaboratively across the enterprise.

      Duties and Responsibilities:

      • Support the execution of the Division business rhythm. Improve operational systems, processes and policies in support of the Division mission - includes management reporting, information flow and management, and business development process and organizational planning.
      • Drive successful execution of Division goals, reporting, and Sector level meetings.
      • Support Division training/career growth and engagement activities.
      • Lead Digital Transformation for Division.
      • Lead Division site visit planning and preparation; some travel expected (
      • Manage Division business operations collaboration and data spaces.
      • Closely coordinates with Division Leadership Team (Operations, HR, Communications, Engineering, Program Management, Strategy, Legal, Contracts, and Business Unit VPs) to ensure efficient support of Division objectives.
      • Support as needed: oversight of program execution, engage in helping resolve difficult challenges, review business activities, monitor program milestones and adherence to master plans and schedules.
      • Support the various internal and external program reviews throughout the organization.
      • Provide programmatic and organizational leadership to all levels of the organization.
      • Conduct regular meetings with team to discuss issues, concerns and resolution, as needed.
      • Support business operations-led engagement, training, and communication initiatives.
      • Support Business Resumption Plan (BRP) for Division, in alignment with Division Operations.
      • Work in compliance with company policies and procedures.

      Basic Qualifications: Level 1

      • Bachelor’s degree and at least 5 years technical leadership or project management experience. Non-Degreed candidates with Equivalent years of professional exempt experience will be considered.
      • Excellent verbal and written communications skills
      • Understanding of technical, cost, schedule impacts on a program and be able to help assess impacts
      • Understanding of business development and capture strategies

      Basic Qualifications: Level 2

      • Bachelor’s degree and at least 9 years technical leadership or project management experience. Non-Degreed candidates with Equivalent years of professional exempt experience will be considered.
      • Excellent verbal and written communications skills
      • Understanding of technical, cost, schedule impacts on a program and be able to help assess impacts
      • Understanding of business development and capture strategies

      Preferred Qualifications:

      • Minimum of 2 years of experience in program management, business operations/Chief of Staff, or communications
      • Current TS/SCI Clearances
      • Demonstrated leadership ability
      • Experience in organizational effectiveness and operations implementing best practices
      • Excellent interpersonal skills and a collaborative management style
      • Excels at operating in a fast pace, diverse environment
      • Open to direction and collaborative work style
      • Commitment to get the job completed
      • Ability to work in close partnership with all functional areas to achieve goals
      • Ability to look at situations from several points of view
      • Persuasive with details and facts
      • A Project Management Professional (PMP) certification is a plus.

      Salary Range: $151,900.00 - $227,900.00Salary Range 2: $138,100.00 - $207,100.00

      The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

      Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
