  Northrop Grumman’s Mission Systems (NGMS) sector is looking for a Manager, Programs Level 1 to support the Survivability Development Programs portfolio as part of the Aircraft Survivability Business Unit. The primary objective is to oversee the execution of development programs in support of the Navy, Air Force, or Army.
  What You'll Get to Do:
  Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout).
  Primary responsibilities are the management of cost, schedule, and technical performance of company programs and include, but are not limited to:
  • Works with senior program manager to successfully execute government contracts.
  • Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs.
  • Coordinates the preparation of proposals, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
  • Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
  • Establishes design concepts, criteria and engineering efforts for product research, development, integration and test.
  • Establishes milestones, identifies program problems, and monitors adherence to master plans and schedules.
  • Works with other PMs to coordinate staffing across programs based on program priorities set by the Business Area Manager.
  • Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.
  • Controls expenditures within limitation of project budget.
  Basic Qualifications:
  • Bachelor’s degree and 5+ years or a Master’s degree and 3+ years of experience supporting U.S. Government contracts and customers and/or project management in other industries.
  • Experience leading the performance of technical tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team lead, or cost account manager.
  • Demonstrated financial management skills/knowledge including development and control of program budgets, schedules, and the ability to recognize and capture program changes.
  • Experience working with Integrated Product Teams (IPTs).
  • Experience working with system level products.
  • Demonstrated experience identifying and addressing problems in a proactive manner.
  • Proficient computer skills using Microsoft Office products (e.g. Word, Excel, PowerPoint).
  • US Citizenship.
  • Active DOD Secret Clearance and the ability to obtain and maintain a Special Access Programs (SAP) Clearance.
  Preferred Qualifications:
  • Bachelor's degree in a STEM field.
  • Demonstrated history of effective and productive customer relationships.
  • Experience working with radar systems and/or hardware and systems engineering teams.
  • Familiarity with project scheduling tools (e.g. MS Project).
  • Experience with manufacturing of DOD products.
  • CAM with EVM experience.
  • Experience leading small or large teams.
  • Direct work experience with Department of Defense Government and Major Prime Contractors (Northrop Grumman, Lockheed Martin, Raytheon, Boeing, etc.).
  • Risk and opportunity management experience.
  • Proposal Management and/or Business Development experience. Experience with Logistics Systems Engineering.
  • Active DOD Top Secret Clearance.
  Salary Range: $120,800.00 - $181,200.00
  The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
  Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
