      Job Description:

      This position requires senior level experience of direct subcontract administration/management with appropriate experience preparing policies, directives and work instructions directly related to the subcontract management process. The position reports to the Senior Manager, IMS Subcontracts. As Manager, Subcontracts this position will lead and develop team members within the Subcontracts organization, including ensuring compliance to government regulations.

      Essential Functions:

      • Develops subcontract training and processes, supplier statements of work, tailors, and negotiates terms and conditions for the procurement of specialized materials, equipment, and services for subcontract systems in support of development, production and global sustainment for multiple contract types.
      • Assists in the preparation of bid packages, conducts bidders' conferences, develops evaluation criteria, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes subcontract packages for review, prepares awards and administers resulting subcontracts.
      • Negotiates and coordinates additions, deletions, or modifications to subcontracts.
      • Participates with contracts administration and purchasing to develop subcontract policies and procedures.
      • May sign supplier agreements and purchase orders within established authority.
      • Manages team of Subcontract Managers with day to day metric reviews, compliance checks and training.
      • Ability to work closely with a diverse workforce of varying skill levels

      • Must be able to obtain and maintain a DoD security clearance, which requires US Citizenship.

      Required Qualifications:

      • Bachelor’s Degree and minimum 9 years prior related experience. Graduate Degree with a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
      • SAP experience
      • 7+ years experience with highly complex multi-year high dollar subcontracts
      • Experience in preparing, reviewing and managing Supplier Statements of Work

      Preferred Additional Skills:

      • SAP or other similar operating system experience
      • Experience managing a procurement team in either general procurement of subcontracts

      In compliance with pay transparency requirements, the salary range for this role is $88,000-164,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
